Public Records Requests

The California Public Records Act provides the public with important rights to access and obtain documents. The North Orange County Community College District (NOCCCD) strives for transparency through its records management for access to official documents.

As of July 2024, the District has instituted a new process for the access of any record that falls under the California Public Records Act (Gov. Code Section 6250 et seq.) or Freedom of Information Act (FOIA) for NOCCCD, Cypress College, Fullerton College, or North Orange Continuing Education.

REQUEST A PUBLIC RECORD

All requests must be made through the online system linked above. Certain records are exempt from public disclosure, and purely personal and private information may be redacted. The Public Records Act does not require the District or campuses to create documents that do not already exist.

Upon receipt of a Public Records Act request, NOCCCD will conduct a reasonable search for the requested records and respond to your request within ten calendar days.

How To Make a Request

Helpful Tips and Reminders:

Please be descriptive and specific in your request. For example, you might consider including (if applicable):

  • Date ranges
  • Titles of documents
  • Names of departments, offices or employees who likely would have records
  • Please select a request type (CPRA or FOIA). You may need to submit more than one request if you choose more than one type.
  • CPRA requests may be made anonymously through the Public Records Center.
  • The Public Affairs Office typically does not charge for records requests, as most documents are released electronically. However, we may charge in certain cases, including to produce hard copies (up to 10 cents per page) or if extensive programming is required.

The Public and Government Affairs Office will determine whether the requested records are public, or whether they are exempted by District Board Policies and Administrative Procedures 3300, Public Records. At times, it may be necessary to consult legal counsel to ensure this is done in accordance with state law and District practice; nine exemptions are listed in the District's administrative procedure on public records.

The District will respond within 10 days, either with the requested information, or to communicate that additional time is required to gather the information.
