Bond Programs

NOCCCD relies on bond measures, approved by voters in the District, to build new facilities and keep existing ones up-to-date.

A form of borrowing commonly used to fund school facilities, General Obligation Bonds provide funds financed through an increase in local property taxes for land acquisition, new construction, and renovation and expansion of existing facilities. They also support general health and safety repairs, energy-efficiency improvements, and the procurement of instructional equipment and technology.

In accordance with Proposition 30, passed in November of 2000 by the California Legislature, a vote of 55% or greater is needed to pass bond measures. NOCCCD boundaries include the cities of: Anaheim, Fullerton, Yorba Linda, Cypress, Buena Park, Placentia, Brea, La Habra, La Habra Heights, La Palma, Los Alamitos, Placentia, Rossmoor, Garden Grove, La Mirada, Orange, Seal Beach, Stanton, and Whittier.

Measure J passed in 2014. A significant number of projects funded by Measure J have been completed and more are ongoing.

Measure J

In November 2014, Measure J was passed, providing Fullerton College, Cypress College and the School of Continuing Education with $574 million for significant upgrades to technical job training facilities, aging classrooms, and veteran amenities.
