Board Meetings

The North Orange County Community College District is governed by a Board of Trustees that meets regularly to manage District business, steer policy, and respond to new and evolving circumstances involving NOCCCD.

District Board meetings are held twice a month. The Board gathers to address District business including: staffing changes, fiscal matters, the passing of Board Policies, and other issues affecting the District's campuses and communities. They also hear comments from the community. 

District Board meetings must be open to the public. However, California law provides for closed sessions and the exclusion of the public when the Board is considering expulsion, suspension, or disciplinary action in connection with any student of the District; the appointment, employment, or dismissal of a public officer or employee; complaints or charges brought against a public officer or employee; litigation; labor negotiations; real estate transactions; and insurance and liability issues.

Regular meetings of the Board of Trustees are held at 5:30 p.m. on the second and fourth Tuesdays of each month.

Meetings are open to the public and during the 2024 year will take place at the Board Room of the Anaheim Union High School District at 501 N. Crescent Ave., Anaheim, CA 92801. Meetings can also be viewed by livestream.

BOARD MEETING LIVESTREAM

The Board of Trustees is committed to transparent governance and being responsive to the NOCCCD Community. Members of the public are invited to address the Board regarding items already on the agenda or new topics, using the following procedures.

Fill out a Speaker’s Card

Speaker’s Cards are available at the sign-in table outside the Board Room (Anaheim Union High School District – 501 N. Crescent Ave., Anaheim, CA 92801). Cards should be filled out and given to the Recording Secretary before the start of the meeting to ensure your topic will be addressed. Anyone wishing to speak about topics already on the agenda will be given the opportunity to do so when the topic is addressed. Comments regarding issues not on the agenda will be taken up after public business has been concluded.

Time Allotted for Speaker

The Board permits a maximum of three minutes for any speaker and 20 minutes for any single subject, unless the Board moves to extend the time allowed. All those who speak are expected to be courteous and to avoid remarks which reflect adversely on any individual.

Adding an Item to the Board Agenda

In order to formally add an item to the Board Agenda, please submit a written request to the Recording Secretary to the Board before noon on Tuesday, one week prior to the scheduled meeting. The request should include general information on the subject, any action requested, the names of those wishing to speak, and the organization or group represented (if applicable).

Meetings of the NOCCCD Board of Trustees take place on the second and fourth Tuesday of each month. Members of the public are welcome to attend in person, or to view a livestream of the event.

Agendas and Minutes

Board Resolutions are formal documents that record Board decisions and set forth standards for future Board actions. Resolutions must be passed by a majority of the NOCCCD Board during official votes.

Board Resolutions reflect and document the Board’s affirmation of legal requirements placed on the District and/or its governing body, the Board’s position on current events and emerging issues of relevance to the District, and the principles and philosophies inherent in NOCCCD Board policies.
