Leadership & Governance

The North Orange County Community College District is led by a team of executives that oversee the five divisions of District Services: the Chancellor’s Office, Finance & Facilities, Human Resources, Educational Services & Technology, and Public and Governmental Affairs.

District Services refers to those divisions of NOCCCD which provide assistance District-wide and campus-wide. District Services plays an important role in leading and supporting initiatives related to keeping NOCCCD fiscally secure; supporting and modernizing technology; leading employee recruitment, retention, and professional development; ensuring student success; and creating relationships that support and enhance the District’s reputation and programs.

The Chancellor’s mission is to ensure that NOCCCD is an effectively run organization that is responsive to the needs of diverse communities, that values and respects all constituents, and embraces life-long learning while putting students first. 
 

Externally, the Chancellor is working to increase the statewide and nationwide recognition for the District’s work and for the excellent programs that are present on each of the campuses.
 

The Chancellor reports directly to the Board of Trustees.

NOCCCD’s most valued resource is its employees. Human Resources acts as a strategic partner to the District by developing and aligning the human capital management plan to the District’s direction and Chancellor’s goals.

Human Resources administers and provides oversight over the following departments: Benefits, EEO Compliance, Professional Development, and Talent Acquisition.

Finance & Facilities provides support for District-wide business and facilities operations. The Vice Chancellor of Finance and Facilities oversees the Accounting, Accounts Payable, Payroll, Purchasing, Risk Management, and Facilities Planning & Construction departments.
 

Fiscal Affairs provides support for the business operations at Fullerton College, Cypress College, and the NOCE, as well as oversees District-wide budget development, financial responsibility and accountability. The NOCCCD Fiscal Affairs Team is committed to providing expedient, accurate, transparent, and courteous fiscal services to our customers, inclusive of students and faculty, through teamwork, employee empowerment, communication, and collaboration.
 

The District Facilities Planning & Construction (FP&C) Department coordinates activities for District-wide facilities planning, renovation and construction functions, as well as oversees the Maintenance & Operations activities for the Anaheim Campus, which includes North Orange Continuing Education. 

The Office of Educational Services & Technology provides leadership, coordination and facilitation of the District-wide effort to improve completion and success rates for students. The department is charged with forging stronger partnerships and collaborating with all stakeholders across the District and campuses. 

The Vice Chancellor of Educational Services & Technology oversees four areas of service: Instruction and Curriculum; Research, Planning & Data Management; Technology Planning & Deployment; and Grants and Resource Development.

The Office of Public and Governmental Affairs is the chief communications organization for the District, charged with promoting and protecting NOCCCD’s reputation, brand, and image. 

The award-winning marketing and public relations department is responsible for advancing the District’s reputation, mission, priorities, and values through storytelling, branding, and relationship building. 

The District Director is responsible for addressing governmental policies, regulations, and procedures relevant to the services, programs, faculty, staff, and students of NOCCCD, Cypress College, Fullerton College and NOCE. 

Government Relations is responsible for facilitating, coordinating and maintaining all District interaction with federal, state and local government, including the federal, state or local executive branches and executive agencies; the Congress; the State Legislature; local City Councils; and any federal, state or local public or private entity whose primary responsibility is interacting with or influencing the federal, state or local government.

Dr. Byron D. Clift Breland has more than 25 years of administrative and teaching experience in higher education and serves as Chancellor of the North Orange County Community College District – one of the largest community college Districts in the state of California, serving more than fifty-seven thousand students and employing over 3,200 staff. 

Dr. Clift Breland formerly served as chancellor for the San Jose – Evergreen Community College District (SJECCD) for four years. In that role, he worked to develop innovative partnerships that provided meaningful educational and job training experiences for the diverse student populations of San Jose City College, Evergreen Valley College, the Community College Extension Center in Milpitas, and the Center for Economic Mobility.

Governance Structure

The North Orange County Community College District follows a collegial and transparent governance process, where the Board of Trustees, faculty, staff, administration, and students work together in the decision-making process. Campus-based and District-wide governance groups meet regularly to assess current practices and develop recommendations. The model is grounded in Assembly Bill 1725 and in the policies of the North Orange County Community College District Board Policy BP 2410 - Board Policies and Administrative Procedures.

At NOCCCD, recommendations are made to the Board of Trustees, which is responsible for all policy-related decisions. The participatory governance structure consists of a variety of groups, including the Academic Senates, councils, and committees. Representatives of staff and student groups are encouraged to work within the established processes to address the issues of the District.

It is in the spirit of being The Destination District that every member of the NOCCCD community works toward a common goal: student success.

There are seven participatory governance committees and councils involved in planning at the District level. The District Consultation Council (DCC) serves as the primary participatory governance body that is responsible for District-wide planning activities including developing recommendations that are submitted to the Chancellor and Board of Trustees. The five other District-level participatory governance committees who support the work of DCC include the Council on Budget and Facilities, District Curriculum Coordinating Committee, District Technology Committee, Equal Employment Opportunity Advisory Committee and the Institutional Effectiveness Coordinating Council.
