The North Orange County Community College District is dedicated to ensuring a safe educational environment by educating the community about sexual misconduct, offering recourse for affected individuals, and taking appropriate measures to prevent and address such issues.
Reporting Options
Seek assistance from a medical provider and/or law enforcement.
NOCCCD encourages all individuals to seek assistance from a medical provider and/or law enforcement immediately after an incident of sexual assault and misconduct. This is the best option to ensure preservation of evidence and to begin a timely investigative and remedial response.
Inform the District
We encourage all individuals to make a report to their respective campus by contacting any of the following:
- The Campus Safety Department
- Campus Health Services
- Campus Title IX Coordinator
Reporting options are not mutually exclusive. Both internal and criminal reports may be pursued simultaneously.
Making a report means telling someone in authority what happened — in person, by telephone, in writing or by email.
When you make a report, you do not have to decide whether you would like to pursue legal action. Choosing to make a report, and deciding how to proceed after making the report, can be a process that unfolds over time.
Cypress College, Fullerton College and North Orange Continuing Education provide support that can assist each individual in making these important decisions, and to the extent legally possible, will respect an individual's autonomy in deciding how to proceed. In this process, our campuses will balance your interest with our obligation to provide a safe and non-discriminatory environment for all members of the campus community.
Victims of sexual assault/misconduct on campus are urged to immediately report the incident to their Campus Safety Departments, Title IX Coordinator, or go to their Campus Health Services. Victims will be provided with immediate care and transportation to a medical facility, if necessary.
Campus Resources
Students, faculty and staff may get assistance at their campus health services centers for counseling and other support services. The District maintains a zero-tolerance policy regarding sexual violence. All reports of sex crimes on our facilities will be thoroughly investigated so that appropriate sanctions, including disciplinary, criminal and civil action, can be taken by the District and/or the State.
Initial Title IX Assessment
In every report of sexual harassment or assault/misconduct, the District will make an immediate assessment of any risk of harm to individuals or to the campus community and will take steps necessary to address those risks. These steps may include interim protective measures to provide for the safety of the individual and the campus community.
An investigation may be initiated depending on a variety of factors, such as the Complainant's wish to pursue disciplinary action, the risk posed to any individual or the campus community by not proceeding, and the nature of the allegation.
Seeking Interim Actions
If a student or employee reports sexual violence to the District, whether or not they involve law enforcement or pursue formal action, we are committed to ensuring a safe environment for everyone.
Upon request, NOCCCD can make reasonable changes to a victim's academic or work situation, such as shielding them from contact with the alleged perpetrator, removing the individual from a class, or assigning them to a different setting. We may also ask an authority to address the behavior, remind the individual of relevant policies, or offer counseling related to sexual aggression. These interim actions do not affect the possibility of formal disciplinary measures.
Formal Complaint
Filing a formal complaint will lead to an investigation and can result in punitive outcomes.
Filing a complaint is often the best way to seek protection from future harm. The person bringing the complaint retains some control, although not total control, as the process unfolds. Both the accuser (complainant) and the accused (respondent) will be informed of the outcome of the investigation.
An on-campus disciplinary proceeding, applicable to individual students, student organizations, faculty and staff, may be held in cases of alleged sexual assaults or other sexual misconduct. All parties are entitled to a prompt and fair process in the investigation of the complaint and in any subsequent proceedings that may be held. In all cases of sexual assault/misconduct both the accuser and the accused shall be informed of the outcome of any proceedings held; and in most cases of sexual violence both parties will be informed of the discipline imposed, if any.
Filing a Complaint for Unlawful Discrimination
Students and employees who believe they have been subjected to unlawful discrimination, including harassment (which includes sexual harassment), or sexual assault, or who seek information regarding the District's Unlawful Discrimination, Harassment, or Sexual Assault/Misconduct Policies should contact the Vice Chancellor, Human Resources at (714) 808-4822.

Review the Unlawful Discrimination Administrative Procedures AP-3410. This document contains written procedures for filing and processing complaints of unlawful discrimination, harassment, sexual assault, and other sexual misconduct at the North Orange County Community College District.
