Title IX
The District is committed to ensuring a respectful and inclusive academic and work environment free from gender and sex discrimination in all education programs and activities operated by the District, consistent with Title IX, federal and state laws, and District policy.
What is Title IX?
Title IX of the Education Amendments of 1972 is a federal civil rights law that prohibits discrimination on the basis of sex in education programs or activities that receive federal financial assistance. Title IX states that:
“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”
Title IX addresses the following areas:
- Sexual Harassment (including sexual assault and other forms of sexual misconduct)
- Stalking
- Dating violence
- Domestic Violence
- Sexual stereotyping, sexual orientation and gender identity harassment
- Gender bias in programs and activities
- Athletic equity
- Pregnancy discrimination
- Retaliation
Title IX Additional Information
Complaints filed through the District's complaint procedures alleging discrimination based on sex (including sexual harassment and sexual violence) pursuant to Title IX must be filed within the timelines specified in The District's Unlawful Discrimination Administrative Procedures AP–3410, which states:
- In any complaint not involving employment, the complaint must be filed within one year of the date of the alleged unlawful discrimination or within one year of the date on which the complainant knew or should have known of the facts underlying the allegation of unlawful discrimination.
- In any complaint alleging discrimination in employment, the complaint shall be filed within 180 days of the date the alleged unlawful discrimination occurred, except that this period may be extended by no more than 90 days following the expiration of the 180 days if the complainant first obtained knowledge of the facts of the alleged violation after the expiration of the 180 days.
External Governmental Agencies such as EEOC, DFEH, OCR, and state and federal courts have their own statute of limitations. If you wish to file an external complaint, be sure to check with the governmental agency for their statute of limitations.

NOCCCCD takes the safety and well-being of our staff and students seriously. Reports of Discrimination, Sexual Assault/Misconduct and Harassment are evaluated and investigated by the District and Campus Title IX Coordinators.

Community Resources
Sexual Assault and Misconduct can carry significant repercussions for the victims as well as for witnesses. There are community resources available for law enforcement action as well as for varying levels of support -- emotional, psychological, and substantive.

The District has designated the below individuals as the Title IX Coordinators and Officers responsible for addressing any issues arising from allegations of sexual harassment, sexual misconduct, dating or domestic violence, stalking, gender-based harassment, and retaliation.
