Governmental Affairs
The governmental arm of our office is responsible for addressing governmental policies, regulations, and procedures relevant to the services, programs, faculty, staff, and students of NOCCCD, Cypress College, Fullerton College and NOCE.
Our team collaborates with senior executives to establish and foster strategic partnerships in business, government, and education, leveraging these alliances to further the strategic goals and initiatives of the District’s regions and partners.
The office, in collaboration with legislative consultants at Nossaman LLC, is primarily responsible for influencing public policy decisions that affect community colleges through the governmental budget processes, federal grants and contracts, state and local funding opportunities, and proposed legislation.
Government Relations is responsible for facilitating, coordinating and maintaining all District interaction with federal, state and local government, including the federal, state or local executive branches and executive agencies; the Congress; the State Legislature; local City Councils; and any federal, state or local public or private entity whose primary responsibility is interacting with or influencing the federal, state or local government.

Legislative Priorities & Advocacy
Legislative Priorities
Each year, the North Orange County Community College District crafts state and federal legislative priorities in order to direct advocacy efforts for the District and campuses. Identified legislative priorities address critical needs in the areas of workforce, college readiness, transfer and articulation, financial aid, student success and basic needs, inclusion of noncredit students in appropriate initiatives, as well as general considerations that affect higher education appropriations. The goal is to maximize opportunities for student success, and position NOCCCD to better serve the existing and future workforce needs of the community it serves.
Orange County Community College Legislative Task Force
NOCCCD is a member of the Orange County Community Colleges Legislative Task Force (OCCCLTF), a coalition of the four community college districts in Orange County. Together, we advocate for legislation, public policy, and funding which affect student access to higher education, community college governance, and job training opportunities for more than 300,000 students in Orange County.
Regional and Statewide Leadership
The Office coordinates with others in the higher education community to maximize NOCCCD’s impact on federal and state legislation, regulations, and policies. In addition to working with peer institutions, Government Affairs coordinates activities through a number of national higher education and research organizations, including the American Association of Community Colleges, the American Association of State Colleges and Universities, and the Community College League of California.
