2021-2030 Educational and Facilities Master Plan

Welcome to the North Orange County Community College District's online hub for the 2021-2030 Educational and Facilities Master Plan (EFMP).  The purpose of the EFMP is to provide a working vision for the future growth and development of the District and its three campuses through the year 2030.

Developed collaboratively with a vibrant and engaged three-campus community, the Master Plan will guide the District through 2030, and serve as the measuring stick by which future educational programs and facilities investments will be evaluated. The Educational and Facilities Master Plan is comprised of two parts: The primary driver is the Educational Master Plan (EMP), and its directions and needs are supported by the Facilities Master Plan (FMP). Combined, these elements create a ten-year roadmap for NOCCCD, which will guide planning efforts, strategic plans, program reviews, and allocation of resources.

EFMP Executive Summary  Provides an overview of the 2021-2030 Plans and Goals

Educational Master Plan  Focuses on programs and services over the long term.

Facilities Master Plan Overview  Evaluates and determines the physical plan across all campuses in the District.

Facilities Master Plans by Campus   Shows each campus' unique facilities master plan.

Educational and Facilities Master Plan Refresh The Refresh is a strategic update to the original 2020 plan.

Purposes of the Plan

The NOCCCD Educational and Facilities Master Plan is grounded in an analysis of both internal realities, such as the current systems and programs, and external influences, such as demographic trends and the community's educational interests and workforce needs.

The Educational Plan portion of the EFMP will be developed with collaboration across the District and with community members for the purposes of:

  • Projecting the long-term development of programs and services
  • Developing District-wide strategic directions
  • Providing a framework for the development of the Facilities Plan as well as other plans such strategic plans and program reviews
  • Informing the public of the NOCCCD's intentions and garnering support for the services provided in and to the community
  • Providing a common foundation for discussion about NOCCCD programs
  • Supporting accreditation and demonstrating compliance with accreditation standards

The Facilities Master Plan portion of the EFMP will evaluate and determine the overall requirements of all facilities across the District. The objective is to:

  • Appraise current and future spatial need
  • Identify building and facility sustainability requirements
  • Establish priorities related to flexible learning spaces
  • Formulate project costs
  • Recommend a resource allocation plan for each District location

This EFMP is the long-term plan in the District's integrated planning cycle. Each component of the planning model links to one another with data collection and analyses leading to plan development, resource allocation, plan implementation, and assessment of the plan's outcomes that subsequently leads to program improvement and the next cycle of plan development.

Preparation for the Plan

The EFMP planning process is an investment in advancing our collective vision to create a welcoming learning environment in support of student success. The planning process also informs critical decision making to ensure that our efforts are aligned with State initiatives, such as Vision for Success, Guided Pathways, and the new Student Centered Funding Formula. It is an opportunity to build consensus among students, faculty, staff, and management to reimagine and refresh our approach to educational and facilities planning.

Though guided by planners, architects and consulting experts, the Educational and Facilities Master Plan is, at its core, a District, campus, and community effort. A successful plan is only built with critical input from students, faculty, staff, administrators, and community members.

In summer of 2019, NOCCCD began collecting information through surveys, community meetings, and internal analysis to guide the 2021-2030 Comprehensive Master Plan.
