Board Highlights 11/26/2024
On Tuesday, November 26, 2024, the North Orange County Community College District (NOCCCD) Board of Trustees met for a regularly scheduled meeting. The following are highlights of the meeting held at 5:30 p.m. at the Anaheim Union High School District Board Room.
Recognition of Trustee Rodarte: All three NOCCCD campuses presented gifts to Trustee Jacqueline Rodarte to thank her for her 9 years of service. All trustees and the chancellor took turns reminiscing about Trustee Rodarte’s accomplishments including her work on Measure J and championing educators.
OC Register’s People’s Choice Award: Fullerton College was presented with the OC Register “Best of Orange County” Award for “Best of OC- Community College.” The award was presented by Paulette Chaffee who highlighted the impact of Fullerton’s 120 academic programs, as well as their support systems for student, she called the school “in a class of its own.”
Enrollment Report: District Director of Research, Planning, and Data Management Dr. Gabrielle Stanco gave a report on enrollment.
• Overall, the District has experienced an increase in enrollment of +7% over the last two years.
• Shifting is happening in course offerings District-wide as asynchronous classes decline in favor of on-campus classes which show higher rates of success.
• 35% of NOCCCD students are first generation college students.
• The state chancellor’s office has set a goal of increasing student completion of degrees and certificates by 30% by 2030.
• Noncredit certificate programs are increasing in popularity.
BOARD ACTIONS
The Board of Trustees acted on agenda items, including those highlighted below.
Instructional Resources: The Board approved the 2022-2026 NOCCCD District-wide Strategic Plan.
General: The Board approved the 2025 meeting calendar after reducing the November 2025 meetings to one meeting.
Human Resources: The Board approved new personnel including Miranda Bates as the Fullerton College Director of Campus Communications, Otto Flores as a Fullerton College Facilities Assistant, Robert Johnson as a NOCE Instructional Assistant/Business Skills, and Maria Rojo as a NOCE Instructional Aide/DSS. Ernesto Arroyo has been promoted to NOCE Student Services Technician Congratulations to all!
REPORTS
• Chancellor Byron D. Clift Breland thanked President Rosales and student trustees for attending the CCLC Annual conference.
• Valentina Purtell, President of NOCE, shared that the National Council for Marketing and Public Relations presented NOCE with the Gold Medallion Award for E-Publication for the 2023/24 Annual Report: 50 Years of Impacting the Community and a 2024 Davey Award – Silver Award for Online Film and Video for the NOCE Student Services Video Tour in collaboration with NOCE’s partner GradComm.
• Fullerton College President Cynthia Olivo thanked faculty for hosting a hiring fair that led to 25 jobs being filled by Fullerton students and invited the community to attend the Winter Fest event to see a drone light show on December 3, 2024 from 4-7 p.m.
• Cypress College President Scott Thayer reported that the women’s soccer team has continued into the post-season. Both men’s and women’s water polo teams will advance to Regionals. Student Life & Leadership distributed 30 Thanksgiving food baskets from the donations to the campus community.
• CSEA President Pamela Spence wished everyone a Happy Thanksgiving and asked them to remember the Campus Safety officers working over the holiday.
BOARD REPORTS
• Cypress College Student Trustee Katie Wong updated about WinterFest on December 4 at 7 p.m. in front of Student Leadership and the Finals Support Pop-up from 2:30 p.m. to 4:30 p.m. in the library.
• Trustee Jacqueline Rodarte thanked the community and Board for their faith in her and particularly the people of her trustee area and her friends and family for their support. She also wished Trustee-Elect Mark Lopez luck and stated that she has faith in him to serve his constituents well. Trustee Rodarte then closed out her report by encouraging young people to pursue politics, especially if they feel they do not have a place in politics.
• Vice President Jeffrey Brown reported on a delay in the construction of the boardroom.
• Board Secretary Barbara Dunsheath recognized Native American History month and read a land acknowledgment that stated that Fullerton College rests on the ancestral land of the Gabrielino-Tongva Nation and the Juaneño Band of Mission Indians/Acjachemen Nation and acknowledges the tribes’ invaluable contributions to the world.
• President Rosales closed out the meeting with an acknowledgement the passing of Coast Community College District Trustee Jerry Mumford Patterson.

The next regularly scheduled meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. on Tuesday, December 17, 2024 at the Anaheim Union High School District Board Room.
