FULLERTON COLLEGE ASSOCIATED STUDENTS MEETING – The NOCCCD Latino Faculty and Staff Association, CSEA, and Fullerton College employees and students criticized comments made by Board of Trustees President Ryan Bent during the virtual Fullerton College Associated Students meeting on October 27, 2020.
Chancellor's Report – Dr. Cheryl A. Marshall
STATEMENT ON BEHALF OF CHANCELLOR'S STAFF – Dr. Marshall congratulated the elected and re-elected Trustees and read a statement on behalf of Chancellor's Staff to express support for students, as well as explain the role of Chancellor's Staff as resource members during Board of Trustees meetings.

North Orange Continuing Education – Valentina Purtell, President
STATEMENT – Ms. Purtell provided a statement expressing disappointment with the lack of civil discourse in District public forums and urged District leaders to act with respect and collegiality.
Cypress College – Dr. JoAnna Schilling, President
SOROPTIMIST EVENT – Dr. Schilling announced that, on November 18, 2020, Board Vice President Barbara Dunsheath will speak at the Soroptimist event, The Woman's Hour: The Path Toward Suffrage and Beyond… STATEMENT – The President shared a statement regarding the college's core values and commitment to students, as well as called upon District leaders to act with collegiality when representing NOCCCD.
Fullerton College – Dr. Greg Schulz, President
ANTI-RACISM – Dr. Schulz reported that the college adopted an anti-racism statement and thanked employees and students for making Fullerton College a welcoming, inclusive, and anti-racist campus… ASSOCIATED STUDENTS MEETING – The President addressed concerns raised about the Fullerton College Associated Students meeting on October 27, 2020. Dr. Schulz urged District leaders to treat students, faculty, and staff with respect.

STATEMENT ON BEHALF OF DMA – District Management Association President Lisa McPheron read a statement on behalf of the DMA Executive Board, noting the responsibility of administrators to advance the District's Mission, Vision, and Values.
STATEMENT – NOCE Academic Senate President Jennifer Oo shared a statement expressing support for students, as well as urging District leaders to communicate with respect and acknowledge disagreements with civility.
FULLERTON COLLEGE ASSOCIATED STUDENTS MEETING – Cypress College Academic Senate President Craig Goralski reported that the Senate Executive Committee expressed its support for the Fullerton College Associated Students' letter to the Board regarding its October 27, 2020 meeting.
FULLERTON COLLEGE ACADEMIC SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan commented on her attendance at the ASCCC Fall Plenary; read the campus' recently adopted anti-racism statement; and expressed the Senate's support for Fullerton College Associated Students.
STATEMENT ON BEHALF OF UF – United Faculty President Christie Diep expressed disappointment in the results of the formal complaint against Board of Trustees President Ryan Bent, as well as read a statement on behalf of UF in support of students.
FULLERTON COLLEGE ASSOCIATED STUDENTS MEETING – Fullerton College Associated Student President David Robles shared a statement from Fullerton College Associated Students highlighting the events that occurred at the October 27, 2020 meeting.
Comments by Members of the Board of Trustees
FULLERTON COLLEGE ASSOCIATED STUDENTS MEETING – Fullerton College Student Trustee Chloe Reyes expressed pride in representing the students who have spoken out in regards to the October 27, 2020 Associated Students meeting, as well as thanked the students, faculty, staff, and administrators who have stood in solidarity with Associated Students. Other Members of the Board of Trustees spoke about the AS meeting as well, including: Ester Plavdjian, Ed Lopez, Barbara Dunsheath, Jaqueline Rodarte, and Stephen Blount.
CYPRESS COLLEGE ASSOCIATED STUDENTS UPDATES – Cypress College Student Trustee Ester Plavdjian shared that Cypress College Associated Students stands in solidarity with Fullerton College Associated Students. She also reported on Cypress College events, including a resource fair, "Halloween on the Road" drive-by, and an upcoming town hall on November 13, 2020.
COMMENTS – Board Member Ed Lopez congratulated the elected and re-elected Trustees and reported on Board Policies.
COMMENTS – Board Vice President Barbara Dunsheath congratulated the elected and re-elected Trustees; and reported on ACCJC equity-minded approach meetings, East Los Angeles College event featuring Angela Davis, CCCT meeting, Proposition 15 and 16 defeats, decrease in national community college enrollment, US economy, and NOCCCD's fiscal health.
APPRECIATION – Board Secretary Jacqueline Rodarte thanked students for their public comments regarding the October 27, 2020 Fullerton College Associated Students meeting.
TRUSTEE ELECTIONS – Board Member Stephen Blount commented on the recent Trustee election results.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District's Quarterly Financial Status Report ending September 30, 2020, as required by §58310 of Title 5.
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETRIEE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the ending September 30, 2020.
TRAVEL EXPENSE REPORT – The Board received the 2019-2020 Travel Expense Report.
SURPLUS ITEMS – The Board authorized the request to declare the list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.
SUNDT CONSTRUCTION – The Board approved Change Order No. 3 for Project #2016- 13, Cypress College Science, Engineering and Math, Veterans Resource Center, Student Activities Center, with Sundt Construction, Inc., in the total amount of $1,202,442 increasing the contract from $92,651,920 to $93,854,362.
DLR GROUP – The Board authorized the request to enter into an architectural consultant agreement in the amount not to exceed $719,544, inclusive of reimbursables, with DLR Group, for the preliminary planning phase of the Fine Arts Renovation Project at Cypress College from November 10, 2020 through February 28, 2021.
WESTBERG + WHITE ARCHITECTS – The Board authorized the request to amend the existing Architect of Record for Sherbeck Field Improvement Project at Fullerton College contract with Westberg + White Architects in the amount of $2,200, for a total of $192,200, including reimbursables. The term of the agreement will continue to be effective through December 31, 2022.
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2020, Fall 2021, and Spring 2021.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2020 or Fall 2021.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for the North Orange Continuing Education, to be effective Spring 2021.
CYPRESS COLLEGE PROFESSIONAL DEVELOPMENT – The Board received as information the highlights relating to the Cypress College 2020-2021 Professional Development Program.
FULLERTON COLLEGE STAFF DEVELOPMENT – The Board received as information the highlights relating to the Fullerton College 2020-21 Staff Development Program.
NOCE PROFESSIONAL DEVELOPMENT – The Board received as information the highlights relating to the NOCE 2020-2021 Professional Development Program.
DISTRICT SERVICES PROFESSIONAL DEVELOPMENT – The Board received as information the highlights relating to the District Services 2020-2021 Professional Development Program.
RETIREMENT – The Board approved the retirement of Fullerton College User Support Analyst Tessa Renison, effective December 31, 2020.
PROMOTION – The Board approved the promotion of Raymond Collins to Cypress College Facilities Custodian Coordinator II, effective November 11, 2020.
ORGANIZATIONAL MEETING – The Board scheduled on the agenda for November 24, 2020, the establishment of December 15, 2020, as the date of its Organizational Meeting.
BOARD POLICIES – The Board received the revised Board Policies in Chapter 2 and direct that they be placed on a future Board meeting agenda for action.
ADMINISTRATIVE PROCEDURE – The Board received the new Administrative Procedure 5041 and direct that it be placed on a future Board meeting agenda for action.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
