SUSTAINABILITY – Fullerton College Director of Campus Communications Lisa McPheron commented on the campus Sustainability Committee, as well as institutionalizing sustainability through the 2021-2030 Comprehensive Educational and Facilities Master Plan and Board policy.
SUSTAINABILITY & FACULTY SUPPORT – Climate Justice Advocate and Organizer José Trinidad Castañeda of the Climate Action Campaign commented on sustainability and expressed support for NOCCCD faculty.
NEGOTIATIONS & REHIRE RIGHTS – NOCCCD faculty, community members, and Field Representative Frank Oppedisano of the California Federation of Teachers commented on District faculty negotiations and rehire rights.

Human Resources – Irma Ramos, Vice Chancellor
COMMUNITY COLLEGE FACULTY JOB SUMMIT – Ms. Ramos shared that 400 attendees participated in presentations, teaching demonstrations, mock interviews, and networking opportunities at the City to Sea Community College Faculty Job Summit on December 7, 2019.
North Orange Continuing Education – Valentina Purtell, Provost
WOMEN OF COLOR SEMINAR – Ms. Purtell shared that the Student Equity Program hosted its first Women of Color Seminar at the Anaheim Campus on November 20, 2019… FEASTS FROM THE HEART – The Provost reported that, during the week of December 9-13, 2019, NOCE is participating in its fifth year of community service with the Feasts from the Heart Program at the Ronald McDonald House in Orange… FUNDRAISING & DONATIONS – Ms. Purtell commented that NOCE raised funds for scholarships on GivingTuesday, and is accepting donations for the Anaheim Campus Food Pantry.
Cypress College – Dr. JoAnna Schilling, President
SPECTRUM NEWS – Dr. Schilling shared that STEM student Vanessa Natera was one of three students interviewed as a panel on Spectrum News for its "Inside the News" show on December 4, 2019… MOBILE APPLICATION – The President announced that the Cypress College mobile application was named "Most Innovative Campus App of 2019" by Modo Labs… FOOD BANK – Dr. Schilling thanked the campus community for contributing to the Food Bank during the holiday season… RESEARCH METHODS IN PSYCHOLOGY – The President commented on psychology students' semester research projects presented in the research methods course.
Fullerton College – Dr. Greg Schulz, President
FOUNDATION – Dr. Schulz reported that the Fullerton College Foundation Board of Directors support the updated Master Agreement and plan to share the agreement at campus level governance, President's Advisory Council, and Board of Trustees meetings… HOLIDAY OPEN HOUSE – The President commented on the December 3rd Holiday Open House events, and thanked the planning workgroup for their efforts in making the events memorable.

DMA UPDATES – District Management Association President Lisa Gaetje commented on managers' participation in workgroups regarding policy on manager sabbaticals and management evaluations, as well as invited the Board of Trustees to attend DMA's holiday gathering at Rock & Brews in Buena Park on December 13, 2019.
NOCE KINDNESS CAMPAIGN – NOCE Academic Senate President Tina McClurkin shared that 25 faculty and staff pledged to be Kindness Ambassadors and performed 37 random acts of kindness in one day as part of the NOCE Kindness Campaign.
FACULTY SUPPORT – Cypress College Academic Senate President Craig Goralski expressed support for ADFAC United efforts regarding District faculty negotiations and rehire rights.
FACULTY SUPPORT – Fullerton College Academic Senate President Kim Orlijan expressed support for ADFAC United efforts regarding District faculty negotiations and rehire rights.
NEGOTIATIONS & REHIRE RIGHTS – United Faculty President Christie Diep commented on District faculty negotiations and rehire rights.
CSEA UPDATES – CSEA President Dawnmarie Neate announced that officer elections are on December 18, 2019 and the officer installation lunch is on January 25, 2020, as well as commented on District negotiations and the need to fill open classified staff positions throughout the District.
FACULTY SUPPORT – Adjunct Faculty United President Kent Stevenson thanked colleagues for their support regarding District faculty negotiations and rehire rights.
Comments by Members of the Board of Trustees
FULLERTON COLLEGE HOLIDAY BAND & CHORAL CONCERT – Board Member Molly McClanahan shared that the Fullerton College Holiday Band and Choral Concert is at 7:30 p.m. on December 13, 2019 in the Campus Theater.
COMMUNITY EVENTS – Board President Ryan Bent commented that he attended a CIF football game at Esperanza High School, as well as a tour of the Yorba Linda Library that is under construction.
CSEA CHAPTER #167 REQUEST TO REOPEN ARTICLE – The Board received comments from the public on the request to reopen an additional article for 2019/2020 by CSEA Chapter #167 to the District, as submitted by CSEA Chapter #167.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
BUDGET ADJUSTMENTS – The Board authorized the request to make adjustments to General Fund and Financial Aid Fund revenue and expenditure budgets in accordance with the revised fiscal year 2019-2020 allocations. The Board adopted resolutions to adjust budgets and authorize expenditures within the General Fund and Financial Aid Fund pursuant to the California Code of Regulations Title 5, Section 58308. FUND TRANSFERS – The Board authorized the request to accept the 2019-2020 General Fund transfers netting to the amount of $1,420,240, and to adopt the resolution showing the summary pursuant to the California Code of Regulations, Title 5, Section 58307. (The Resolution is available for review in the District's Business Office.)
ANNUAL AUDITS – The Board received and reviewed the annual audits of the District for fiscal year 2018-19.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Dani Wilson and Kristen Wiederholt to Spain February 29 – March 7, 2020.
PORTER CONSULTING, LLC – The Board authorized the request to extend the consultant agreement with Porter Consulting, LLC at an hourly rate of $185 for project management services effective January 1 – June 30, 2020, for an amount not to exceed $125,036.
NOCCCD SUMMER 2020 COMMUNITY PROGRAM – The Board authorized the request to enter into a travel arrangement with AIFS for the NOCCCD Summer 2020 community program in Italy. The basic program fee of $3,695, which is to be paid by each participant, includes housing, an orientation, support staff, travel excursions, and some meals. (A signed copy of the travel contractor agreement will be on file in the District Business Office.)
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2019, Spring 2020, and Fall 2020.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2020.
DEPARTMENT OF REHABILITATION – The Board approved the resolution to continue the Cooperative Contract (Agreement #31235) with the Department of Rehabilitation.
RETIREMENTS – The Board approved the retirements of Joel Baca, NOCE DSS Instructional Assistant, effective December 31, 2019, and Daniel Melendez, Fullerton College Multimedia Systems Specialist, effective December 11, 2019.
ADMINISTRATIVE PROCEDURES – The Board received as information the revised Administrative Procedures in Chapters 3 and 6.
BOARD POLICIES – The Board received as a first reading the proposed, revised Board Policies in Chapter 3.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, January 28, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
