The Office of Public and Governmental Affairs, with assistance from legislative consultants, advocates on behalf of NOCCCD to ensure that our students have access to affordable education and are successful in attaining their educational goals.
2023 State and Federal Legislative Priorities
The District has identified five critically important state legislative priorities and five critically important federal priorities to focus advocacy efforts on for 2023. State legislative priorities focus on meeting labor market demands; basic needs; diversity, equity, inclusion, and anti-racism; noncredit; and long-term financial stability. Federal legislative priorities focus on financial aid; support for in-person and digital learning; cybersecurity; congressional funding requests; and advocacy support efforts for undocumented students. Each priority has been carefully chosen to focus on results that will support the District's student population, staff, faculty, and long-term sustainability. These priorities allow staff and the District's advocates in Sacramento and Washington, D.C. to act expeditiously on key state and federal issues that impact the District and the students we serve; however, this is not an all-inclusive list of the issues the District will engage in and advocate on. NOCCCD proudly serves as a member of OCCCLTF. Together, with our colleagues, OCCCLTF identifies common advocacy areas that affect community colleges, and educates and informs elected representatives regarding such issues. The Task Force concentrates its efforts on local representatives; and, when necessary, the Governor, Secretary of Education, and the California Community College Board of Governors.
