The North Orange County Community College District established a Retirement Investment Board to oversee the District's compliance with the Other Post-Employment Benefits (OPEB) Government Accounting Standards Board (GASB) 43 & 45 compliance guidelines. The OPEB GASB guidelines pertain to the prefunding by all public entities, including the NOCCCD, of the current and future financial liabilities for retiree welfare programs, including medical. 

The retirement Board is tasked with successfully managing the current and future retiree benefits for all active and retired employees who are eligible to receive OPEB benefits through the District.
