Purposes of a Comprehensive Master Plan
The NOCCCD Comprehensive Master Plan (CMP) is grounded in an analysis of both internal realities, such as the current systems and programs, and external influences, such as demographic trends and the community's educational interests and workforce needs. The Educational Plan portion of the CMP is the basis for the Facilities Plan portion of the CMP. This CMP will present a ten-year roadmap for NOCCCD (to the year 2030) and, as such, is the foundation for other planning efforts District-wide including strategic plans, program reviews, and allocation of resources.

The Facilities Master Plan portion of the CMP will evaluate and determine the overall requirements of all facilities across the District. The objective is to appraise current and future spatial needs, identify building and facility sustainability requirements, establish priorities related to flexible learning spaces, formulate project costs, and recommend a resource allocation plan for each District location.
This CMP is the long-term plan in the District's integrated planning cycle. Each component of the planning model links to one another with data collection and analyses leading to plan development, resource allocation, plan implementation, and assessment of the plan's outcomes that subsequently leads to program improvement and the next cycle of plan development.
Though guided by planners, architects and consulting experts, the Comprehensive Master Plan is, at its core, a District, campus, and community effort. A successful plan is only built with critical input from students, faculty, staff, administrators, and community members.
