COVID-19 VACCINE MANDATE – A NOCCCD employee expressed opposition to the COVID-19 vaccine mandate for all employees and students who attend classes on campus.
Interim Chancellor's Report – Fred Williams
GRATITUDE – Mr. Williams thanked the Board of Trustees for appointing him Interim Chancellor through the end of the year… DR. CHERYL A. MARSHALL ENDOWED SCHOLARSHIP – The Interim Chancellor announced that nearly $19,000 has been raised in honor of Chancellor Emeritus Cheryl Marshall for the Dr. Cheryl A. Marshall Endowed Scholarship in Leadership and Service… 2021-22 PROPOSED BUDGET – Mr. Williams acknowledged District Director, Fiscal Affairs, Kashu Vyas, the District finance team, and the budget officers at each campus for their work on the 2021-22 Proposed Budget. The Interim Chancellor also thanked Executive Assistant III Leslie Tsubaki and Production Center Specialist Chip Stockwell for their assistance designing, printing, and distributing the report… COVID-19 VACCINE MANDATE – The Interim Chancellor reported on implementation of the COVID-19 vaccine mandate, including FAQs and online vaccination record upload and exemption forms.

PAYROLL ERROR – Ms. Vyas addressed a Payroll error that has been corrected regarding faculty stipend payments.
North Orange Continuing Education – Valentina Purtell, President
COVID-19 VACCINE MANDATE – Ms. Purtell announced that NOCE is spreading the word about the District-wide COVID-19 vaccine mandate and campus vaccination clinics to employees and students… OCCORD PARTNERSHIP – The President shared that NOCE is partnering with OCCORD to reach the community and boost participation in vaccination clinics… CAREER SKILLS & RESOURCE LAB – Ms. Purtell commented on the launch of the Career Skills and Resource Lab at NOCE, offering in-person and online services Monday through Thursday from 10 a.m. to 8 p.m.… HISPANIC HERITAGE MONTH – The President thanked the NOCCCD Latino Faculty and Staff Association for organizing a District-wide, month-long celebration of Latinx culture.
Cypress College – Dr. JoAnna Schilling, President
COVID-19 TESTING – Dr. Schilling acknowledged the campus Health Center for providing resources on COVID-19 testing… HISPANIC HERITAGE MONTH – The President announced that Cypress College will kick off Hispanic Heritage Month (HHM) with an Opening Day lecture at 10 a.m. on Thursday, September 16, 2021. A calendar of HHM events is available in Dr. Schilling's report to the Board of Trustees… CONGRATULATIONS – The President congratulated program directors Yanet Garcia Padilla, AnnMarie Ruelas, and Gisela Verduzco for being selected as three of 25 higher education leaders to participate as fellows in the Hispanic Association of Colleges and Universities Leadership Academy… LAPTOP PROGRAM – Dr. Schilling shared that the college's student laptop program is underway with the fist 2,000 free laptops going to students in the Legacy, Puente, Veterans, Athletics, EOPS, Charger Experience, and STEM(2) Programs… ACKOWLEDGEMENT – The President acknowledged Accreditation Co-Chairs Eileen Haddad and Liana Koeppel for their work on the Midterm Report, as well as Vice President, Administrative Services, Alex Porter for his work on the 2021-22 Proposed Budget… SEM BUILDING & VRC GRAND OPENING – Dr. Schilling announced the Cypress College Science, Engineering and Math (SEM) Building and Veterans Resource Center (VRC) Grand Opening on October 19, 2021.
Fullerton College – Dr. Gil Contreras, Interim President
WELCOME – Dr. Contreras welcomed Dr. Elaine Lipiz Gonzalez to the role of Interim Vice President of Student Services and Daniel Berumen as the college's new Director of Institutional Research and Planning… ACKNOWLEDGEMENT – Dr. Contreras acknowledged Accreditation Co-Chairs Danielle Fouquette and Dr. José Ramón Núñez for their work on the Midterm Report; Vice President, Administrative Services, Rodrigo Garcia for his work on the 2021-22 Proposed Budget; and Vice Chancellor, Educational Services and Technology, Dr. Cherry Li-Bugg and District Director, Enterprise IT Applications Support and Development, Geoff Hurst for their work supporting the COVID-19 vaccine mandate via myGateway… HISPANIC HERITAGE MONTH – The Interim President shared that Fullerton College is a proud Hispanic-serving institution and is excited to celebrate Hispanic Heritage Month (HHM). ACKNOWLEDGEMENT – District Management Association President Ty Thomas-Volcy welcomed Fred Williams to his interim role as Chancellor, as well as thanked District and campus leadership for implementing the COVID-19 vaccine mandate.
COVID-19 VACCINE MANDATE – NOCE Academic Senate President Jennifer Oo commented on the first Senate meeting of the year, expressing that faculty are concerned about how the COVID-19 vaccine mandate will affect enrollment.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Damon de la Cruz reported on the first two Senate meetings of the year, discussing the Cypress College video in the media, spring schedule and COVID-19 updates, transparency for program review, faculty code of ethics for accreditation mandates, and District hiring policies.
ACCREDITATION – Fullerton College Academic Senate President Kim Orlijan thanked Professor Danielle Fouquette and Vice President, Instruction, José Ramón Núñez for their work on the Accreditation Midterm Report.
NEGOTIATIONS – United Faculty President Christie Diep shared that UF looks forward to negotiations with the District concerning cost-of-living adjustment, lecture-lab parity, and family medical benefits. Diep also expressed that UF stands with CSEA as it faces the impasse process.
CSEA UPDATES – CSEA President Joseph Vasquez commented that CSEA is in the impasse process with the District; thanked classified staff for serving students; and asked that the Board of Trustees delay implementing the COVID-19 vaccine mandate.
ADFAC UNITED UPDATES – Adjunct Faculty United President Dash Johnson expressed that ADFAC stands in solidarity with full-time faculty and classified employees, as well as supports the COVID-19 vaccine mandate. Johnson also commented that members are invited to attend three meetings in September.

RETURN TO CAMPUS – Fullerton College Student Trustee Erin Lacorte thanked campus leadership for working to bring students back safely, as well as announced that Associated Students is working to get more students involved in student government, District-wide shared governance, and hiring committees.
STUDENT SERVICES – Cypress College Student Trustee Meena Pandian thanked the campus for services, including free meals and laptops.
HISPANIC HERITAGE MONTH – Board of Trustees Member Evangelina Rosales wished all a happy Hispanic Heritage Month.
COMMUNITY EVENTS – Board of Trustees President Barbara Dunsheath reported on her attendance at the State of the City Address in Cypress; announced that the Cypress College Golf Classic is on October 25, 2021; and commented that former Board of Trustees member Michael Matsuda is speaking at an upcoming League of Women Voters event.
2021-22 PROPOSED BUDGET – After the public hearing, the Board adopted the 2021-2022 Proposed Budget, approved the Gann Appropriation Limit, and adopted a resolution to certify the approval of entering into agreements and any amendments with the California Department of Education. Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the quarter ended June 30, 2021.
COVID-19 RESOLUTION – The Board adopted Resolution No. 21/22-03, Delegating Authority to Enter into Contracts Necessary to Protect Students and Staff from the Going Impact of COVID-19 when competitive bidding would work an incongruity nor not produce any advantage to the District.
COVID-19 TESTING – The Board amended the agreement with Exceltox Laboratories, LLC to provide COVID-19 testing to Fullerton College and NOCE students who attend in-person classes with a possibility to extend testing to faculty and staff.
O'CONNOR – The Board authorized the request to enter into a Cost Estimating Services Agreement with O'Connor for the Fullerton College Chapman Newell Instructional Building and new Maintenance and Operations Building in the amount of $166,600, plus $2,500 in reimbursables for a total of $169,100 from September 15, 2021 through December 31, 2023.
NACCE MEMBERSHIP – The Board authorized the request for institutional membership to the National Association of Community College Entrepreneurship (NACCE) for Cypress College, Fullerton College, Orange Coast College, and Coastline College as per Regional Director work plan beginning on September 1, 2021 to August 31, 2022 at a cost not to exceed $3,200 ($800/institution) per year.
BIOMADE MEMBERSHIP – The Board authorized the request for institutional membership to the Bioindustrial Manufacturing Innovation Institute (BioMADE) for Fullerton College beginning on September 1, 2021 to August 31, 2022 at a cost not to exceed $100 in cash and $5,000 in in-kind contributions per year.
AUHSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment of the 2021-24 NOCCCD and Anaheim Union High School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
GGUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment of the 2021-24 NOCCCD and Garden Grove Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
LAUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment of the 2021-24 NOCCCD and Los Alamitos Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
CYPRESS COLLEGE ACCREDITATION MIDTERM REPORT – The Board approved the Cypress College Accreditation Midterm Report.
FULLERTON COLLEGE ACCREDITATION MIDTERM REPORT – The Board approved the Fullerton College Accreditation Midterm Report.
