MANDATORY VACCINATIONS – Several NOCCCD employees, students, and community members commented on the implications of requiring mandatory COVID-19 vaccinations for employees and students who come to campus.

REDISTRICTING – Justin Rich from Cooperative Strategies presented on the 2020 Census and redistricting. Presentation highlights included NOCCCD Board of Trustees Area demographics, considerations in voting areas, and potential redistricting timeline. Finance & Facilities – Fred Williams, Vice Chancellor
CITIZENS' OVERSIGHT COMMITTEE – Mr. Williams invited the Board of Trustees to attend the Citizens' Oversight Committee meeting at 4:30 p.m. on September 1, 2021 via Zoom. The meeting agenda includes discussion on the Bylaws, Community Report, and committee recruitment.
Human Resources – Irma Ramos, Vice Chancellor
CONGRATULATIONS – Ms. Ramos congratulated Chancellor Cheryl Marshall on her retirement and thanked her for all that she has done for Ramos personally, as well as the Human Resources department and District.
North Orange Continuing Education – Valentina Purtell, President
OPENING DAY EVENTS – Ms. Purtell commented on NOCE's Opening Day event and thanked Board of Trustees President Barbara Dunsheath and Member Evangelina Rosales for attending on August 13, 2021. The President thanked Cypress College President JoAnna Schilling and the campus for hosting Anthony Ray Hinton from the Equal Justice Initiative as the keynote speaker at the college's Opening Day event on August 20, 2021… THANK YOU – The President thanked Chancellor Cheryl Marshall for her courageous and authentic leadership over the past five years.
Cypress College – Dr. JoAnna Schilling, President
FALL SEMESTER – Dr. Schilling commented on the start of the 2021 Fall Semester and acknowledged faculty and staff for teaching and serving students on campus… VETERANS TOWN HALL – The President announced that the Veterans Resource Center is hosting a town hall for veterans to discuss the Afghanistan withdrawal… OPENING DAY – The President shared that 400 guests attended Cypress College's virtual Opening Day event on August 20, 2021. Dr. Schilling commented on Opening Day activities, including the keynote speech from Anthony Ray Hinton of the Equal Justice Initiative and presentation of the Diversity, Equity and Inclusion Award to members of the Black Lives Matter Taskforce… THANK YOU – The President thanked Chancellor Cheryl Marshall for her service to the District over the past five years.
Fullerton College – Dr. Gil Contreras, Interim President
CONVOCATION – Dr. Contreras thanked Board of Trustees Member Stephen Blount; Student Trustee Erin Lacorte; Vice Chancellor, Finance and Facilities, Fred Williams; and District Director, Public and Governmental Affairs, Kai Stearns for attending Fullerton College's Convocation event in the campus theatre on August 20, 2021. The Interim President noted that 866 users viewed the event on YouTube… FALL SEMESTER – Dr. Contreras announced that 18,500 students are enrolled in the 2021 Fall Semester at Fullerton College, as well as provided updates on the safe return to campus… ACKNOWLEDGMENT – The Interim President expressed appreciation and respect for Chancellor Cheryl Marshall in light of her retirement.
Public & Governmental Affairs – Kai Stearns, District Director
CHANCELLOR RETIREMENT OPEN HOUSE – Ms. Stearns announced the Chancellor's Retirement Open House from 3-5 p.m. at the Anaheim Campus on August 25, 2021, as well as thanked Chancellor Cheryl Marshall for all that she has done for the District and students during her tenure.

DMA UPDATES – District Management Association President Elect Raine Hambly shared DMA updates, including a Coffee Break event for managers at 9 a.m. on October 7, 2021 and results from the vaccination mandate survey. Ms. Hambly also congratulated Chancellor Cheryl Marshall on her retirement.
NOCE ACADEMIC SENATE UPDATES – NOCE Academic Senate President Jennifer Oo commented on NOCE's Opening Day event, FLEX Day, and mandatory vaccinations, as well as thanked Chancellor Cheryl Marshall for her service to the District over the past five years.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Damon de la Cruz reported on the campus' Opening Day event and FLEX Day, as well as announced that the first senate meeting of the academic year is on August 26, 2021.
ACKNOWLEDGMENT – Fullerton College Academic Senate President Kim Orlijan extended thanks and best wishes to Chancellor Cheryl Marshall on her retirement.

ACKNOWLEDGMENT & NEGOTIATIONS – CSEA President Joseph Vasquez expressed appreciation for Chancellor Cheryl Marshall in light of her retirement, as well as reported on negotiations with the District.
ADFAC UNITED UPDATES – Adjunct Faculty United President Dash Johnson introduced himself, expressed ADFAC United's support for mandatory vaccinations and masking indoors, and commented on upcoming Executive Board and membership meetings.

ACKNOWLEDGMENT – Fullerton College Student Trustee Erin Lacorte thanked Cypress College President JoAnna Schilling for providing a tour of the campus Veterans Resource Center and Science, Engineering and Math Building; Chancellor Cheryl Marshall for her leadership and inclusion of students in shared governance; and Fullerton College President Gil Contreras for hosting the Convocation event on August 20, 2021.

COMMENTS – Board of Trustees President Barbara Dunsheath acknowledged the Student Trustees for attending the CCLC 2021 Student Trustees Workshop, as well as thanked Chancellor Cheryl Marshall for her dedication to the District over the past five years.
ENHANCED MOBILITY FOR SENIORS AND DISABLED GRANT – The Board received comments from the public on applying for the Enhanced Mobility for Seniors and Disabled (EMSD) Grant through the Orange County Transit Authority (OCTA) and after the public hearing the Board adopted a resolution to certify the authorization to submit a grant application to the OCTA and to execute all documents required for such application.
Finance & Facilities
STAMATS COMMUNICATIONS, INC. – The Board authorized the request for the Board to enter into an agreement with Stamats Communications, Inc. in the amount not to exceed $295,000 for digital strategy services and development of digital marketing campaign for enrolment growth to recruit new adult students for sustaining long-term growth at NOCE.
FULLERTON COLLEGE DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and/or programs.
RETIREMENT – The Board approved the retirement of Fullerton College Executive Assistant Sharon Kelly, effective December 31, 2021.
MANDATORY VACCINATIONS – The Board directed the District to ensure that all employees and students who come on campus are fully vaccinated with allowance for religious or medical exemptions as defined by law.
CHANCELLOR EMERITUS – The Board adopted a resolution to bestow upon Dr. Cheryl A. Marshall the distinction of Chancellor Emeritus.
CITIZENS' BOND OVERSIGHT COMMITTEE – The Board approved the amended and restated Citizens' Bond Oversight Committee By-laws.
TRUSTEE ABSENCES – The Board adopted resolutions verifying that Trustees Ryan Bent and Ed Lopez were absent on August 10, 2021 due to hardship.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
