TRUSTEE MISCONDUCT INVESTIGATION – Members of the Fullerton College Associated Students expressed support for the Black Faculty Collective and disappointment in the Board of Trustees ad hoc sub-committee report on the alleged ethics violations of Trustee Ryan Bent at the October 27, 2020 Associated Students meeting.

North Orange Continuing Education – Valentina Purtell, President
BLACK HISTORY MONTH – Ms. Purtell shared that NOCE is celebrating Black History Month with virtual events hosted by Cypress College and Fullerton College, as well as with department and classroom discussions… SJECCD – The President announced that San Jose-Evergreen Community College District is establishing a District-wide noncredit support program and modeling it after NOCE… ACCREDITATION – Ms. Purtell reported that she, NOCE Accreditation Co-chairs, and NOCE Vice Presidents met with other community college leaders to discuss the structure of NOCE and accreditation process… CONDOLENCES – The President informed the NOCCCD community of the passing of Pete Perez, husband of NOCE Director of Campus Communications Jennifer Perez, on February 8, 2021 due to COVID-19 complications. Ms. Purtell shared Pete's impact on NOCE and the community, and expressed condolences to the Perez family.
Cypress College – Dr. JoAnna Schilling, President
CONDOLENCES – Dr. Schilling expressed condolences to those who have lost loved ones to COVID-19, specifically the Perez family… HEALTH & SAFETY – The President addressed concerns raised by faculty regarding the health and safety of faculty and students enrolled in in-person Health Sciences courses.
Fullerton College – Dr. Greg Schulz, President
COMMUNITY COLLEGE COUNSELOR OF THE YEAR – Dr. Schulz congratulated Fullerton College Counselor Nick Arman for being recognized as a 2019-20 Community College Counselor of the Year by the Orange County Department of Education… CONDOLENCES – The President shared Pete Perez's impact on the community and expressed condolences to NOCE Director of Campus Communications Jennifer Perez and her family.

DMA COFFEE BREAK – District Management Association President Lisa McPheron announced that DMA will host its second coffee break event for managers at 8:30 a.m. on March 4, 2021. The President also expressed condolences to the Perez family.
NOCE UPDATES – NOCE Academic Senate President Jennifer Oo commented on plans for a healthy and safe return to campus, distance education and curriculum, WASC accreditation self-study, and the hiring of Medical Assistant Program graduates for COVID-19 vaccination clinics. The President also expressed condolences to the Perez family.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski reported on the January 28, 2021 Academic Senate meeting in which Trustee Evangelina Rosales attended and the following agenda items were discussed: Curriculum Committee Bylaws; distance education; COVID-19 protocols, policies and procedures; and student needs survey. The President also expressed condolences to the Perez family.
FULLERTON COLLEGE ACADEMIC SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan expressed condolences to the Perez family and commented on the February 4, 2021 Academic Senate meeting; Guided Pathways; Fullerton College Counselor Nick Arman's recognition as 2019-20 Community College Counselor of the Year; the selection of Fullerton College Anthropology Professor Leonor Cadena to participate on the NOCCCD Chancellor Search Committee; and the Senate's four anti-racism and equity task forces.
COMPARABILITY – United Faculty President Christie Diep reported on salary and lecture lab comparability, as well as expressed support for Fullerton College students in regards to the trustee misconduct investigation.

CONDOLENCES – Fullerton College Student Trustee Chloe Reyes expressed condolences to the Perez family.
CONDOLENCES – Cypress College Student Trustee Ester Plavdjian expressed condolences to the Perez family and friends.
CONDOLENCES – Board Member Jeffrey Brown expressed condolences to the Perez family.
COMMENTS – Board Vice President Jacqueline Rodarte expressed condolences to the Perez family and requested Board President Barbara Dunsheath end the meeting in honor of Pete Perez. The Vice President also shared congratulations to Cypress College student Catherine Cueva for being selected to serve on the #RealCollege Student Leadership Advisory Council.
COMMENTS – Board Secretary Ed Lopez expressed condolences to the Perez family, thanked Cypress College President JoAnna Schilling for her health and safety updates, and acknowledged Chancellor Cheryl Marshall for her work on the addendum to the health sciences program agreement (agenda item no. 3.d.1).
COMMENTS – Board Member Stephen Blount commented on a book he is reading titled Semicolon, as well as noted his thoughts on Board Member self-improvement following evaluations.
UNITED ACROSS BORDERS FOOD DISTRIBUTION – Board Member Evangelina Rosales expressed condolences to the Perez family, as well as shared that she volunteered with Assemblywoman Sharon Quirk-Silva at the United Across Borders Foundation food distribution event in Buena Park on January 30, 2021.
ACTIVITIES – Board President Barbara Dunsheath invited the public to attend the Cypress College Americana Awards and donate to the auction, as well as reported on a January CCCT meeting in which the 2021-22 policy agenda was discussed. The agenda includes equity for education quality, equity for students, and equity for academic opportunities.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District's Quarterly Financial Status Report as required by §58310 of Title 5.
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report.
COVID-19 HEALTH SCIENCE PROGRAM AGREEMENT – The Board approved the second addendum to the Health Science Program Agreement – COVID-19 acknowledgement for on-site students required by the Regents of the University of California.
LABORATORY EQUIPMENT & SUPPLIES – The Board approved the utilization of NASPO ValuePoint Contract #MA16000234-2 with VWR International, LLC for the purchase of Laboratory Equipment and Supplies for the science labs in the new SEM building.
EXCELTOX LABORATORIES, LLC – The Board approved a contract to Exceltox Laboratories, LLC to provide COVID-19 testing to Cypress College in the amount of $416,500.00.
DISTRICTWIDE NETWORK REFRESH PROJECT PHASE 2 – The Board approved the Districtwide Network Refresh Project Phase 2 for an amount not to exceed cost of $5,104,000.
TELECOMMUNICATION STANDARDS – The Board received and reviewed the updated telecommunication standards.
DEI & ANTI-RACISM – The Board approved the allocation of $400,000 to support Diversity, Equity, Inclusion and Anti-racism work across the District.
CRRSAA – HEERF II FUNDS – The Board authorized the request for Fullerton College and Cypress College to accept CRRSAA – HEERF II funds in the amount of $35,820,321 due to the coronavirus.
RETIREMENTS – The Board approved the retirement of Fullerton College English Instructor, Bruce Magee, effective January 15, 2021, and Fullerton College Dance Instructor, Kathleen Whalen, effective June 22, 2021.
TRUSTEE MISCONDUCT ALLEGATIONS – The Board took formal action on the report prepared by the Board ad hoc committee investigating allegations of trustee misconduct.
BP 2310 – The Board received proposed, revised BP 2310 and direct that it be placed on a future Board meeting agenda for action.
AP 3725 – The Board received as information revised AP 3725.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
