SALARY & BENEFITS – Cypress College faculty member Jane Walker and NOCE faculty member Cathee Mang expressed a need for competitive salary and benefits during a time in which faculty are being affected by COVID-19 and local fires.
FULLERTON COLLEGE ASSOCIATED STUDENTS MEETING – Several Fullerton College students and employees commented on Board of Trustees President Ryan Bent's participation during a virtual Associated Students meeting on October 27, 2020.
CYPRESS COLLEGE NURSING – Cypress College faculty member Shinah Ji expressed a need for guidance and support from the Nursing Department and campus administration in regards to weekly COVID-19 testing for students participating in clinical rotations at nursing facilities.

North Orange Continuing Education – Valentina Purtell, President
DISTANCE EDUCATION – Ms. Purtell reported on the rapid growth of NOCE's Distance Education Program, noting that more than 50 online courses have been approved and 159 instructors have been certified to teach online with 50 more instructors in progress of being certified… DIGITAL MARKETING – The President commented on NOCE's digital marketing campaign, which has generated over 1,700 interest forms from prospective students. Campus departments are now following up with these prospective students to assist them in the enrollment and registration processes… LOCAL FIRES – Ms. Purtell expressed well wishes to students, faculty, and staff that are being affected by local fires.
Cypress College – Dr. JoAnna Schilling, President
LOCAL FIRES – Dr. Schilling expressed well wishes to students, faculty, and staff that are being evacuated due to local fires… OCTA GRANT – The President announced that Cypress College was awarded a grant from the Orange County Transportation Authority to provide all students with bus passes starting in January 2021… CYPRESS COLLEGE GOLF CLASSIC – Dr. Schilling shared that the annual Golf Classic is now open for registration and that participants can play golf any day between November 16 and December 18, 2020… VETERANS DAY – The President commented that the campus will honor veterans on the Virtual Wall of Heroes in celebration of Veterans Day on November 11, 2020… CYPRESS COLLEGE NURSING – Dr. Schilling addressed the public comment made by Cypress College faculty member Shinah Ji in which she expressed a need for guidance and support.
Fullerton College – Dr. Greg Schulz, President
LOCAL FIRES – Dr. Schulz expressed well wishes to students, faculty, and staff that are being affected by local fires, thanked fire and public safety departments for protecting local communities, and noted that communications have been distributed throughout Fullerton College to provide support, information, and resources… SECURE BALLOT DROP BOX – The President acknowledged Campus Safety for managing traffic flow at the OC Registrar of Voters Secure Ballot Drop Box located at Fullerton College on East Chapman Avenue… CAMPUS CLIMATE SURVEY – Dr. Schulz shared that Fullerton College students will be participating in a campus climate survey through the California Community College Equity Leadership Alliance in November 2020.

CAMPUS UPDATES – NOCE Academic Senate President Jennifer Oo commented on NOCE's transition to an 18-week semester calendar, noting that some nine-week courses are being offered to provide students with more entry points and faster course completion. The President also shared that NOCE will be celebrating World Kindness Day with a week of activities from November 9-13, 2020.
CYPRESS COLLEGE ACADEMIC SENATE RESOLUTION – Cypress College Academic Senate President Craig Goralski expressed well wishes to students, faculty, and staff that are being impacted by local fires, as well as read a resolution adopted by the Senate in support of Cypress College Biology faculty.
FULLERTON COLLEGE ACADEMIC SENATE – Fullerton College Academic Senate President Kim Orlijan reported on the October 15, 2020 Senate meeting, highlighting faculty position rankings and the election of four anti-racism task force chairs. The President also expressed support for students in light of the public comments made regarding the virtual Fullerton College Associated Students meeting on October 27, 2020.

STUDENT SUPPORT – CSEA 1st Vice President Joseph Vasquez expressed support for students in light of the public comments made regarding the virtual Fullerton College Associated Students meeting on October 27, 2020.
ADFAC UNITED UPDATES – Adjunct Faculty United Treasurer Jenifer Kalamian expressed support for students in light of the public comments made regarding the virtual Fullerton College Associated Students meeting on October 27, 2020, as well as shared ADFAC United updates including "Know Your Contract" Day on November 13, 2020, member communications regarding local fires, and negotiations with the District for the spring 2021 MOU.

FULLERTON COLLEGE ASSOCIATED STUDENTS STATEMENT – Fullerton College Student Trustee Chloe Reyes read a statement to the Board of Trustees on behalf of Fullerton College Associated Students in regards to its virtual October 27, 2020 meeting.
CYPRESS COLLEGE GOLF CLASSIC – Board Vice President Barbara Dunsheath encouraged participation in the Cypress College Golf Classic from November 16 to December 18, 2020.
SUPPORT – Board Secretary Jacqueline Rodarte expressed well wishes to those being affected by local fires and thanked the Fullerton College students who made statements during public comments.
EDUCATIONAL & FACILITIES MASTER PLAN – Board Member Stephen Blount acknowledged NOCCCD consultants Brailsford and Dunlavey and Moore Ruble Yudell for their work on the 2021-2030 Educational and Facilities Master Plan, as well as expressed well wishes to those being affected by local fires.

2020-21 PROPOSED BUDGET – After the public hearing, the Board adopted the 2020-2021 Proposed Budget (presentation), approved the Gann Appropriation Limit, and adopted a resolution to certify the approval of entering into agreements and any amendments with the California Department of Education. (The Resolution is available for review in the District's Business Office.)
Finance & Facilities
2021-22 BUDGET CALENDAR – The Board reviewed the Calendar for the 2021-22 Budget.
FRIENDS OF FULLERTON COLLEGE FOUNDATION – The Board approved the updated master agreement between NOCCCD, Fullerton College, and the Friends of Fullerton College Foundation.
FRIENDS OF FULLERTON COLLEGE FOUNDATION – The Board approved the establishment of payroll deductions from employees for contributions to the Friends of Fullerton College Foundation.
RETIREMENT – The Board approved the retirement of Fullerton College Physics Instructor Benjamin Crowell, effective May 23, 2021.
PROMOTION – The Board approved the promotion of Harpreet Uppal to NOCE Senior Research and Planning Analyst, effective November 1, 2020.
TRUSTEE MISCONDUCT ALLEGATIONS – The Board reviewed and discussed the report prepared by the Board ad hoc committee investigating allegations of trustee misconduct.
VETERANS APPRECIATION WEEK – The Board adopted Resolution No. 20/21-06 to declare that the week of November 9-13, 2020 be observed as Veterans Appreciation Week.
BOARD POLICIES – The Board adopted the revised Board Policies in Chapters 2 and 5.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
