DIVERSITY, EQUITY & INCLUSION – The NOCCCD Black Faculty and Staff Association as well as District faculty members commented on systemic racism and expressed opinions on inequities that exist in NOCCCD policies, procedures, and practices.
2020 SPRING SEMESTER WITHDRAWALS – Dr. Marshall reported on the 2020 spring semester withdrawal rate, which increased seven percent from the 2019 spring semester… Diversity, Equity & Inclusion – In the midst of the death of George Floyd and subsequent Black Lives Matter protests across the nation, the Chancellor read a statement addressing the need for the District to take action for institutional, anti-racist, cultural change and the formation of a more diverse, equitable, and inclusive environment for employees and students.

Finance & Facilities – Fred Williams, Vice Chancellor
TENTATIVE BUDGET – Mr. Williams thanked Fiscal Affairs staff and respective staff at the campuses for their work on the Tentative Budget to be presented at the next Board of Trustees meeting on June 23, 2020.
North Orange Continuing Education – Valentina Purtell, President
ANTI-RACIST CULTURAL CHANGE – Ms. Purtell commented that, in the midst of the death of George Floyd and subsequent events across the nation, NOCE will continue to implement systems that lead to institutional, anti-racist, cultural change… STUDENT SERVICES – The President shared a list of services currently offered to students remotely… ACADEMIC SENATE – Ms. Purtell welcomed NOCE's newly elected Academic Senate President Jennifer Oo, Career Technical Education Program faculty member.
Cypress College – Dr. JoAnna Schilling, President
ANTI-RACIST CULTURAL CHANGE – Dr. Schilling expressed the importance of continued listening and learning during this time in order to work towards a more equitable campus, as well as announced a student forum on June 10, 2020 and an employee forum the following week… GRADUATION PHOTOS – Dr. Schilling shared that graduates who purchased regalia were invited to campus today and tomorrow, June 10, 2020, for a complimentary photo session.
Fullerton College – Dr. Greg Schulz, President
ANTI-RACIST CULTURAL CHANGE – Dr. Schulz expressed the emotions felt by the Fullerton College community during this time, commented on the communication he shared with students, faculty and staff regarding the death of George Floyd and subsequent events across the nation, announced forums taking place for discussions, healing, and anti-racist cultural change, and reported on Fullerton community protests and desire to remove Louis Plummer's name from the Plummer Auditorium and photo from the Fullerton College Library… CONDOLENCES – The President expressed condolences for the passing of Professor Emeritus Gary McRoberts who worked in the Fullerton College Music Department.

DMA UPDATE – District Management Association President Lisa Gaetje announced the seating of Lisa McPheron, Fullerton College Director of Campus Communications, as the new DMA President and Ty Volcy, NOCE LEAP Manager, as the new DMA President Elect.
ONLINE TEACHING – NOCE Academic Senate President Jennifer Oo commented on online teaching certification for NOCE adjunct and full-time faculty.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski reported on faculty participation in the 2020 Faculty Leadership Institute and Curriculum Institute, as well as shared Senate updates, including discussions on COVID-19 and institutional change for equity and social justice.
ANTI-RACIST CULTURAL CHANGE – Fullerton College Academic Senate President Kim Orlijan read a statement signed by 286 faculty members calling for institutional anti-racist cultural change.
UNITED FACULTY UPDATES – United Faculty Representative Mohammad Abdel Haq announced that the group's COVID-19 MOU has been signed for summer and fall 2020, addressed faculty of color in a moment of solidarity, and expressed opinions on inequities that exist within NOCCCD and its institutions.
CSEA UPDATES – CSEA President Dawnmarie Neate thanked Cypress College President JoAnna Schilling for hosting a Classified School Employees Week celebration, as well as commented on 2019-20 and 2020-21 negotiations and the current classified staff COVID-19 MOU.
DIVERSITY, EQUITY & INCLUSION – Adjunct Faculty United Representative Lauren Mata read a statement on behalf of ADFAC United's Executive Board expressing support for peaceful protests and the need for reform within our systems.
Comments by Members of the Board of Trustees
ANTI-RACIST CULTURAL CHANGE – Fullerton College Student Trustee Chloe Reyes shared actions that any individual can take to support the Black Lives Matter movement.
ANTI-RACIST CULTURAL CHANGE – Board Member Ed Lopez expressed appreciation for the sentiments of the public and Resource Table members commenting on social justice, the need for diversity in hiring and promoting, and other structural reforms.
UPDATES – Board Member Jeffrey Brown commented on the Audit Committee and upcoming report in fall 2020, as well as thanked Chancellor Cheryl Marshall for the statement she read and the District's efforts to provide diversity, equity and inclusion to its institutions.
BLACK LIVES MATTER MOVEMENT – Board Vice President Barbara Dunsheath expressed appreciation for the statements made during the Board meeting regarding the Black Lives Matter movement, and shared that the California Community College Trustees Board adopted a resolution affirming commitment to the success of Black students.
DIVERSITY, EQUITY & INCLUSION – Board Secretary Jacqueline Rodarte thanked those who made statements during the Board meeting regarding the Black Lives Matter movement, commented that she participated in the California Community Colleges "A Call to Action" webinar, and requested the college's graduation requirement for diversity be reviewed.
LAPTOP DONATION – Board President Ryan Bent thanked Dell for donating laptops for NOCE student use.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
GENERAL FUND & CHILD DEVELOPMENT FUND – The Board authorized the request to make adjustments to the General Fund and Child Development Fund revenue and expenditure budgets in accordance with the revised fiscal year 2019-2020 allocations. The Board further adopted resolutions to adjust budgets and authorize expenditures within the General Fund and Child Development Fund pursuant to the California Code of Regulations Title 5, §58308.
GENERAL FUND & CAPITAL OUTLAY FUND – The Board authorized the request for the 2019-2020 General Fund and Capital Outlay Fund transfers netting to the amount of $1,086,738 and adoption of the resolution showing the summary, pursuant to the California Code of Regulations, Title 5, §58307.
COUNTY SUPERINTENDENT OF SCHOOLS – The Board adopted the resolution authorizing the County Superintendent of Schools to make any necessary transfers between contingencies and expenditure classifications.
ASCIP SELF – The Board authorized the request to renew the property and liability insurance coverage with the Alliance of Schools for Cooperative Insurance Programs (ASCIP) and Schools Excess Liability Fund (SELF) for FY 2020-21 at the estimated amount of $1,448,535.
ARTHUR J. GALLAGHER & CO. – The Board authorized the request to enter into an agreement with Arthur J. Gallagher & Co. to purchase excess Workers' Compensation insurance coverage through Safety National Casualty Corporation beginning July 1, 2020, through June 30, 2021, at the rate of .1074 per $100 payroll with $500,000 SIR and $6,000 for the broker fee.
INSTITUTIONAL MEMBERSHIPS – The Board authorized the request for the Institutional Memberships exceeding $1,000 for the 2020-2021 school year for the organizations listed.
GATZKE, DILLON, & BALANCE LLP – The Board authorized the request to amend the consulting agreement with Gatzke, Dillon, & Balance LLP for an additional $21,800, for a total budget of $207,800.
CYPRESS COLLEGE STUDENT FEE – The Board authorized the request to approve the opt-out Cypress College Student Fee increase from $7.00 to $13.00 effective and implemented in the Fall 2020 semester registration.
CYPRESS COLLEGE PIAZZA DECK REPAIRS – The Board authorized the request to award Bid #1920-16, Piazza Deck Repairs project at Cypress College to Howard Ridley Co, Inc. as the lowest overall responsive and responsible bidder in the amount of $250,175 including $50,000 Allowance.
CYPRESS COLLEGE BASEBALL FIELD – The Board authorized the request to amend the architectural services agreement with Westberg & White for the Renovation of the Existing Baseball Field and Supporting Structures at Cypress College in the amount of $40,000. The amended amount will bring the total contract to $169,000 plus $2,000 reimbursable expenses. The term of the agreement shall be extended through December 31, 2020.
CYPRESS COLLEGE BASEBALL FIELD – The Board authorized the request to award Bid #1920-15, Baseball Filed Improvements at Cypress College to JRH Construction Company, Inc. as the lowest overall responsive and responsible bidder in the amount of $1,828,961, including $180,000 Allowance.
MANAGEMENT LETTERS & ANNUAL FOUNDATION AUDITS – The Board received and reviewed the management letters and annual Foundation audits of the District for fiscal year 2018-2019.
DELL COMPUTER COMPANY DONATION – The Board authorized the request that the Board of Trustees approve the donation of 100 loaner laptops from Dell Computer Company for the North Orange Continuing Education Disability Support Services students through December 31, 2020.
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2020, Summer 2021, and Fall 2021.
CYPRESS COLLEGE MISSION STATEMENT – The Board formally approved the revised Cypress College mission statement in order to satisfy accreditation requirements.
RETIREMENT – The Board approved the retirement of Fullerton College Art/Computer Graphics Instructor Kathleen Nauer, effective July 22, 2020.
PROMOTION – The Board approved the promotion of Evelyn Lindley to Cypress College Administrative Assistant II, effective July 1, 2020.
EDUCAITONAL & FACILITIES MASTER PLAN – The Board received and reviewed the Draft NOCCCD Educational and Facilities Master Plan 2021-2030 and provided input.
CITIZENS' BOND OVERSIGHT COMMITTEE – The Board made recommendations for changes to the Citizens' Bond Oversight Committee appointment process and application for the independent Citizens' Bond Oversight Committee.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
