Finance & Facilities – Fred Williams, Vice Chancellor
MAY REVISION – Mr. Williams reported that Governor Newsom's May Revision Budget Proposal will be released on May 14, 2020, and that information on the May Revision will be shared internally and with the Board of Trustees soon after the proposal is released.
North Orange Continuing Education – Valentina Purtell, President
ACCREDITATION MID-CYCLE PROGRESS REPORT – Ms. Purtell shared that NOCE submitted its Accreditation Mid-Cycle Progress Report as required by the Western Association of Schools and Colleges… STUDENT EMERGENCY RELIEF FUND – The President announced that NOCE opened application submissions for its second round of student emergency relief fund distributions after $2,700 were raised by employees.
Cypress College – Dr. JoAnna Schilling, President
ACKNOWLEDGEMENTS – Dr. Schilling thanked outgoing Associated Students President Preston Jimenez for his contributions to the campus, congratulated Cypress College Student Trustee Ester Plavdjian on her reappointment to the Board of Trustees, and acknowledged the college's 24 newly tenured faculty members and Outstanding Graduate of the Year, Elise Cunanan… CARING CAMPUS INITIATIVE – The President announced that Cypress College is one of 18 community colleges accepted into the Caring Campus Initiative to support classified employees, and that 20 Cypress College staff members will participate in the initiative's remote training program.
Fullerton College – Dr. Greg Schulz, President
ASSOCIATED STUDENTS – Dr. Schulz reported that Associated Students elections completed and congratulated Fullerton College Student Trustee Chloe Reyes on her reelection… SUMMER ENROLLMENT – The President shared that summer enrollment seat count is up 25% and FTES is projected to be up 23.5% compared to the same point in registration one year ago.

DISTANCE EDUCATION TRAININGS – NOCE Academic Senate President Tina McClurkin reported that Distance Education Coordinator Janet Cagley has developed three different trainings on Canvas basics, online teaching certification, and correspondence education training that covers Title V regulations.
CYPRESS COLLEGE ACADEMIC SENATE UPDATES – Cypress College Academic Senate President Craig Goralski shared updates from the May 7, 2020 Academic Senate meeting, including the Instructional Program Review Annual Report, Cypress College Native General Education requirement, Senate President Elect resignation and reappointment, plan for distance education training, and recognition of faculty and 2020 graduates.
FULLERTON COLLEGE ACADEMIC SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan shared updates from the most recent Academic Senate meetings, including pass/no pass grading, a proposal regarding professional learning, and recognition of faculty and 2020 graduates.
UF UPDATES – United Faculty President Christie Diep reported that 60% of District-wide faculty responded to the UF Covid-19 Impact Survey, as well as provided updates regarding a summer MOU and future negotiations with the District.
CSEA UPDATES – CSEA President Dawnmarie Neate commented on the completion of 2019-20 negotiations with the District, the current COVID-19 MOU for classified employees, member concerns regarding the release of funds from future STRS and PERS rate increases, Human Resources' guidelines regarding the hiring of hourlies and professional experts, and recognition of employees working remotely to provide services to students and colleagues.
ADFAC UNITED UPDATES – Adjunct Faculty United Representative Lauren Mata announced that she was elected ADFAC United President for a two-year term, as well as commented on ADFAC United's first-ever virtual town hall with 91 participants.

BOARD OF TRUSTEES – Fullerton College Student Trustee Chloe Reyes shared that she will continue on as the college's Student Trustee representative for the 2020-21 academic year.
CAMPUS UPDATES – Cypress College Student Trustee Ester Plavdjian congratulated Fullerton College Student Trustee Chloe Reyes on her second term, shared that she will also continue on as Cypress College's Student Trustee representative for the 2020-21 academic year, and commented on Yom HaShoah and the new Counsel for Associated Students.
UPDATES – Board Vice President Barbara Dunsheath reported that she attended Cypress College's Yom HaShoah virtual event, and that she was elected to the California Community College Trustees (CCCT) Board.
CONGRATULAIONS – Board Secretary Jacqueline Rodarte congratulated Board Vice President Barbara Dunsheath for being elected to the CCCT Board, the Student Trustees for being reelected, and Adjunct Faculty United Representative Lauren Mata for being elected as ADFAC United President for the 2020-21 and 2021-22 academic years.
FAMILY UPDATE – Board Member Stephen Blount shared an update on his family.
UPDATES – Board President Ryan Bent congratulated Board Vice President Barbara Dunsheath for being elected to the CCCT Board, and expressed excitement for upcoming commencement activities.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
GENERAL FUND – The Board authorized the request to make adjustments to the General Fund revenue and expenditure budgets in accordance with the revised fiscal year 2019-2020 allocations. The Board further adopted resolutions to adjust budgets and authorize expenditures within the General Fund pursuant to the California Code of Regulations Title 5, §58308.
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District's Quarterly Financial Status Report for the quarter ended March 31, 2020, as required by §58310 of Title 5.
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the quarter ended March 31, 2020.
FUTURE STRS & PERS RATE INCREASES – The Board did not authorize (3-3) the request to release the committed fund balance of $6,337,728 set aside for future STRS and PERS rate increases and to make these funds available for one-time funding allocations.
EDUCATION PROTECTION ACCOUNT – The Board authorized the request to use the estimated $33,008,505 of Education Protection Account proceeds resulting from the passage of Proposition 55 to partially fund instructional salaries and benefits.
CLASS 3 DISPOSABLE RECORDS – The Board authorized the request for the disposal of Class 3 Disposable Records after July 1, 2020, from the District's Business Office, and the respective Bursar's Office of Cypress and Fullerton colleges and North Orange Continuing Education as listed on the inventory pursuant to Title 5, §59020 of the California Administrative Code.
CYPRESS COLLEGE STUDENT SERVICES BUILDING – The Board granted authorization to the Cypress College Foundation to name the existing hallways and gallery on the second floor of the Student Services Building at Cypress College the Ursula Lowenback Foster Holocaust Memorial Gallery.
ALLANA, BUICK, & BERS, INC. – The Board approved Change Order #01 to increase the contract with Allana, Buick, & Bers, Inc. by $158,600, for a total revised value of $379,200.00, to provide additional professional services for Project #2016-13 Cypress College Sciences, Engineering and Math Building, Veterans Resource Center, and Student Activities Center.
ONLINE LEARNING CONSORTIUM – The Board authorized the request for institutional membership to the Online Learning Consortium (OLC) for Fullerton College Distance Education, from May 18, 2020 through May 18, 2021, at a cost not to exceed $1,190.00.
FULLERTON COLLEGE 300-500 SEWER REPACEMENT PROJECT – The Board authorized the request to award Bid #1920-09, Fullerton College 300-500 Sewer Replacement Project to Los Angeles Engineering, Inc. as the lowest overall responsive and responsible bidder in the amount of $412,000 plus $87,500 Allowance.
GREENHOUSE REPLACEMENT & RESTROOM MODERNIZATION PROJECT – The Board authorized the request to adopt Resolution No. 19/20-20 to approve and adopt the Final Initial Study/Mitigated Negative Declaration for the Greenhouse Replacement and Restroom Modernization Project (Project) (SCH No. 2019129041), to approve and adopt the Mitigation Monitoring and Reporting Plan for the project as included in the Final IS/MND, and to approve and adopt the project.
FULLERTON COLLEGE GREENHOUSE REPLACEMENT PROJECT – The Board authorized the request to award Bid #1920-12, Greenhouse Replacement Project at Fullerton College to RT Contractor Corp. as the lowest overall responsive and responsible bidder in the amount of $1,293,000, including an allowance of $50,000.
CYPRESS COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2019, Fall 2020 and Fall 2021.
FULLERTON COLLEGE CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2020 or Fall 2021.
NOCE CURRICULUM – The Board approved the summary of curriculum changes for the North Orange Continuing Education, to be effective Fall 2020.
PYLUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board ratified the amendment of the 2018-2021 NOCCCD Placentia Yorba Linda Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
CARES ACT – HEERF FUNDS – The Board authorized the request for Cypress College and Fullerton College to enter into agreements with the U.S. Department of Education to accept the total CARES Act – HEERF funds in the amount of $18,014,389 to be used by May 1, 2021 to cover expenses related to the disruption of campus operations due to the Coronavirus pandemic.
NOCE ACCREDITATION MID-CYCLE PROGRESS REPORT – The Board reviewed the North Orange Continuing Education Accreditation Mid-Cycle Progress Report.
RETIREMENTS – The Board approved the retirements of Fullerton College Philosophy Instructor Bruce Hanson, effective May 24, 2020; Fullerton College Construction Technology Instructor Patrick McGrew, effective June 1, 2020; Fullerton College Mathematics Instructor Stephen Plett, effective May 24, 2020; and Cypress College Foreign Language Instructor Jessica Puma, effective June 1, 2020.
BOARD POLICY – The Board re-adopted Board Policy 6320, Investments.
BOARD MEMBER COMPENSATION – The Board considered whether an increase to compensation for Board members is desirable at this time. They voted not to increase compensation.
ORDER OF BIENNIAL TRUSTEE ELECTION & SPECIFICATIONS OF ELECTION ORDERS – The Board adopted Resolutions No. 19/20-21 and No. 19/20- 22, Order of Biennial Trustee Election and Specifications of the Election Orders.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
