FULLERTON COLLEGE WOMEN'S WATER POLO – Fullerton College President Greg Schulz congratulated Athletic Director Scott Giles, Women's Water Polo Coach Gabriel Martinez, and the Women's Water Polo team for winning the CCCAA 2019 State Championship.
FULLERTON COLLEGE THANKSGIVING FOOD DRIVE – Retired Fullerton College Professor Jerry Padilla shared that the Social Sciences Division, in collaboration with Pathways of Hope, served up to 350 people at the 49th Annual Thanksgiving Food Drive.
NOCCCD ADJUNCT FACULTY – A community member commented on NOCCCD adjunct faculty salary, benefits, and office hours.

North Orange Continuing Education – Valentina Purtell, Provost
INSTITUTIONAL CULTURE WORKGROUP – Ms. Purtell commented that the Institutional Culture Workgroup held its second meeting and is discussing how NOCE team members can enhance the culture of the school… STATE ACADEMIC SENATE POSITION PAPER – The Provost shared that the State Academic Senate published a revised position paper titled Noncredit Instruction: Opportunity and Challenge, and thanked Professor Tina McClurkin for her participation on the committee that produced the revised version.
Cypress College – Dr. JoAnna Schilling, President
THANKSGIVING ACTIVITIES – Dr. Schilling thanked Associated Students for hosting the college's annual food drive and Thanksgiving baskets, as well as the campus "Friendsgiving" event… HOLIDAY RECEPTION – The President invited the Board of Trustees to the Cypress College Holiday Reception on December 5, 2019.

SENATE UPDATES – Cypress College Academic Senate President Craig Goralski shared updates from the November 14, 2019 Senate meeting, including information on the Guided Pathways Title V Grant and ASCCC Fall Plenary resolutions.
CAMPUS & SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan commented on the Fullerton College LGBTQ Summit, as well as shared updates from the November 21, 2019 Senate meeting, including discussion on how to spend AB 19 funds.
NEGOTIATIONS – United Faculty President Christie Diep provided an update on contract negotiations with the District.
CLASSIFIED STAFF – CSEA President Dawnmarie Neate expressed concern regarding the need for more classified staff to fulfill additional duties resulting from student success initiatives.
NEGOTIATIONS – Adjunct Faculty United President Kent Stevenson commented on adjunct faculty re-hire rights.
Comments by Members of the Board of Trustees
EVENTS – Cypress College Student Trustee Ester Plavdjian commented on student and community events, including: Friendsgiving; a LGBTQ conference at the University of California, Riverside; and the Americana Awards kick-off event.
EVENTS – Board Member Stephen Blount shared that he attended the Cypress College Americana kick-off event on November 14, 2019, as well as the CCLC Annual Convention held in Riverside from November 21-23, 2019.
FULLERTON COLLEGE EVENTS – Board Secretary Molly McClanahan reported that she attended a recent men and women's chorale performance and showing of the musical Bright Star at Fullerton College.
CCLC ANNUAL CONVENTION – Board Member Barbara Dunsheath commented that she attended the CCLC Annual Convention, and thanked Chancellor Cheryl Marshall for her presentation on institutional effectiveness.
ACKNOWLEDGEMENTS – Board Member Ed Lopez recognized a comment from a member of the audience regarding adjunct faculty salary, benefits, and office hours, as well as thanked campus food bank staff at each institution for their service.
UPDATES – Board Member Jeffrey Brown shared that he attended the CCLC Annual Convention, as well as commented on the Early Childhood Education program at Fullerton College.
FULLERTON COLLEGE SHERBECK FIELD IMPROVEMENTS PROJECT – The Board authorized the request to adopt Resolution No. 19/20-14 to rescind Resolution No. 19/20-12, to approve and adopt the Sherbeck Field Improvements Project Alternative Mitigation Monitoring and Reporting Program and Related Findings, and to approve and adopt the Sherbeck Field Improvements Reduced Project Alternative.
Finance & Facilities
ANAHEIM CAMPUS 7th & 10th FLOOR TENANT IMPROVEMENTS – The Board authorized the request to approve Change Order No. 24 for Bid #1718-07, Anaheim Campus 7th & 10th Floors Tenant Improvements, with Miller Construction, in the total amount of $12,541.00, increasing the revised contract from $3,716,556.28 to $3,729,097.28.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Kaitlin Kroupa to Belize on December 28, 2019 through January 11, 2020.
FULLERTON COLLEGE BLDG 3100 DATA ROOM HVAC REPLACEMENT PROJECT – The Board authorized the request to award Bid #1920-05, Fullerton College Building 3100 Data Room HVAC Replacement Project, to NKS Mechanical Contracting, Inc. as the lowest overall responsive and responsible bidder in the amount of $248,000 plus $50,000 allowance.
CYPRESS COLLEGE FOOD SERVICE OPERATIONS – The Board authorized the request to award RFP #1920-04, Food Service Operations at Cypress College, to S&B Foods. The agreement will be for a five-year period beginning on or about January 6, 2020, with an option for an additional five-year period upon board approval. Commissions will be calculated as a percentage of gross sales.
RETIREMENT – The Board approved the retirement of Deborah McQueen, Fullerton College Mathematics Instructor, effective January 1, 2020.
PROMOTIONS – The Board approved the promotions of Kerrie Cornell to NOCE Administrative Assistant II, effective December 2, 2019, and Ryan Patterson to Fullerton College Theater Production Coordinator, effective November 27, 2019.
STUDY SESSION – The Board conducted a study session to review and discuss one-time funds, the resource allocation model, and staffing standards and targets.
ORGANIZATIONAL MEETING – The Board established Tuesday, December 10, 2019 as the date of its Organizational Meeting and amended, if necessary, the suggested 2020 meeting calendar.
BOARD POLICIES – The Board adopted the proposed, revised Board Policies in Chapters 3, 6, and 7.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, December 10, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
