Chancellor's Report – Dr. Cheryl A. Marshall
2020 CENSUS PRESENTATION – Rashad Al-Dabbagh and Jenifer Lee of the U.S. Census Bureau conducted a presentation outlining the 2020 Census and an overview of Complete Count Committees. The representatives provided a historical overview of the census, timeline of activity, governmental protections to insure confidentiality, support and access for linguistically diverse populations, and opportunities to participate in Complete Count Committees. Human Resources – Irma Ramos, Vice Chancellor
ADFAC UNITED - Ms. Ramos commented that Human Resources has scheduled meetings with Adjunct Faculty United through December 2019 to discuss preferred consideration… SB 1343 – The Vice Chancellor shared sexual harassment and Title IX training updates, and noted that the District has partnered with six other districts to accept completed training from their institutions for adjunct faculty.
North Orange Continuing Education – Valentina Purtell, Provost
ADFAC DAY – Ms. Purtell shared that 100 participants received a stipend for participating in Adjunct Faculty Day coordinated by NOCE Professional Development and Academic Senate… OPENING DAY – The Provost thanked members of the Board and Chancellor's Staff for attending NOCE's Opening Day, themed "Planting Seeds for the Future," on September 6, 2019… POSITION MANAGEMENT – Ms. Purtell provided an update on NOCE's position management process.
Cypress College – Dr. JoAnna Schilling, President
FORBES UNDER 30 SCHOLAR – Dr. Schilling announced that Cypress College student Mohamad Seidahmed was named a Forbes Under 30 Scholar and will attend the 2019 Forbes Under 30 Summit in Detroit, Michigan this fall… ACKNOWLEDGEMENT – The President congratulated Vice President of Student Services Paul de Dios for receiving the Cynthia S. Johnson Award for Mentoring offered by California State University, Long Beach.
Fullerton College – Dr. Greg Schulz, President
EDUCATIONAL & FACILITIES MASTER PLAN – Dr. Schulz reported that the District-wide Educational and Facilities Master Plan consultants are presenting updates to Academic Senate and President's Advisory Council… PATHWAYS OF HOPE – The President shared that 230 students have utilized the campus food bank and/or the Pathways of Hope service navigator since the start of the fall semester.
Public Affairs – Chelsea Salisbury, Communications Coordinator
FREE SPEECH FORUMS – Ms. Salisbury announced upcoming free speech forums to discuss draft policies BP/AP 3900 Speech: Time, Place, and Manner at Cypress College, Fullerton College, and NOCE in fall 2019.

DMA UPDATES – District Management Association President Lisa Gaetje reported that DMA is working with Dr. Marshall on priorities and collaboration opportunities, and is filling several committee roles to allow for management representation.
NOCE ACADEMIC SENATE UPDATES – NOCE Academic Senate President Tina McClurkin commented that NOCE is hosting the March State Academic Senate Committee meeting, shared that District-wide Educational and Facilities Master Plan consultants attended NOCE's ADFAC Day, and read her NOCE Opening Day remarks.
DISTRICT-WIDE EFMP – Cypress College Academic Senate President Craig Goralski reported on recent Senate and Curriculum Committee meetings, and stated that the District-wide Educational and Facilities Master Plan consultants are scheduled to visit the Senate on September 12 and 26, 2019.
DISTRICT-WIDE EFMP – Fullerton College Academic Senate President Kim Orlijan commented that the District-wide Educational and Facilities Master Plan consultants visited Senate on September 5, 2019, and shared that she and Josh Ashenmiller will serve on the EFMP Steering Committee.
UF SPECIAL ELECTION – United Faculty President Dana Clahane reported that a special election for the positions of UF President and Vice President will take place September 10-13, 2019.
ACKNOWLEDGEMENT – CSEA President Dawnmarie Neate thanked colleagues for their answers to the questions she posed regarding the hiring of professional experts and hourlies.
ACKNOWLEDGEMENT – Adjunct Faculty United President Kent Stevenson expressed gratitude to Chancellor Cheryl Marshall for meeting with him to address adjunct faculty concerns.
Comments by Members of the Board of Trustees
OCTA TRANSPORTATION SURVEY – Cypress College Student Trustee Ester Plavdjian reported that Associated Students is conducting an OCTA transportation survey to gauge student interest in bus use and determine if it would be beneficial to partner with OCTA.
STUDENT BUSS PASS PROGRAM KICKOFF – Fullerton College Student Trustee Chloe Reyes shared that the Student Bus Pass Program Kickoff will coincide with Club Rush on September 12, 2019.
UPDATES – Board Member Molly McClanahan commented on Fullerton College's Art Gallery Exhibit Opening, NOCE's Opening Day, and the shark exhibit at the Fullerton Museum.
NOCE OPENING DAY – Board Member Barbara Dunsheath thanked NOCE for hosting a wonderful Opening Day event.
PROPOSED 2019-20 DISTRICT BUDGET – After the public hearing, the Board adopted the 2019-20 Proposed Budget, approved the Gann Appropriation Limit, and adopted a resolution to certify the approval of entering into agreements and any amendments with the California Department of Education. Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
CYPRESS COLLEGE BASEBALL FIELD IMPROVEMENTS – The Board rejected the bids for Bid #1920-01, Baseball Field Improvements at Cypress College, and authorized staff to rebid the project at a later date.
ANAHEIM CAMPUS 7th & 10th FLOOR TENANT IMPROVEMENTS – The Board authorized the request to approve Change Order Nos. 19 through 23 for Bid #1718-07, Anaheim Campus 7th & 10th Floors Tenant Improvements with Miller Construction.
VITANAVIS SUBSCRIPTION – The Board authorized the request to approve the VitaNavis subscription agreement in the amount of $148,000. The term of the agreement shall be effective Fall 2019 through Spring 2022.
INSTITUTIONAL MEMBERSHIP – The Board authorized the request for an institutional membership to the Network of California Community College Foundations and the Council for Advancement and Support Education at a cost not to exceed $1,805.
GGUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board approved the 2019-2021 NOCCCD and Garden Grove Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
BOARD POLICIES – The Board adopted the proposed, revised Board Policies in Chapter 2.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
