EDUCATIONAL & FACILITIES MASTER PLAN PRESENTATION – Andrew Perez and Kedarious Colbert from Brailsford and Dunlavey, and Mario Violich and Carissa Oyedele from Moore Ruble Yudell presented on the development of the District-wide Educational and Facilities Master Plan. Cypress College – Dr. JoAnna Schilling, President
OPENING DAY – Dr. Schilling thanked members of the Board, District Services, and NOCE for attending Opening Day on August 23, 2019… #1 COMMUNITY COLLEGE – The President announced that the college has been named the 2020 Best Community College in California by Niche.com… SPECTRUM NEWS 1 – Dr. Schilling shared that the campus food bank was featured on Spectrum News 1 on August 22, 2019.
Fullerton College – Dr. Greg Schulz, President
THE HISPANIC OUTLOOK IN HIGHER EDUCATION – Dr. Schulz announced that The Hispanic Outlook in Higher Education published its annual Top 100 Colleges and Universities for Hispanics issue and ranked Fullerton College number 12 nationally in the "Top 100 Total Enrollment for Two-Year Schools"… FALL CONVOCATION – The President commented that Guided Pathways was the focus of Fall Convocation on August 23, 2019… OCTA STUDENT BUSS PASS – Dr. Schulz shared that, as of August 26, 2019, all Fullerton College students have access to free, unlimited OCTA bus rides on all Orange County Bus local fixed routes.
North Orange Continuing Education – Valentina Purtell, Provost
DSS PROGRAM OUTCOMES – Ms. Purtell shared successful outcomes from the Disability Support Services' College to Career Program and Mobility Training Program achieved during the 2018-19 academic year… ANAHEIM PLEDGE – The Provost announced that NOCE is welcoming more than 40 students into its 2019-20 Anaheim Pledge cohort… OPENING DAY – Ms. Purtell invited all Board and Resource Table members to attend the 2019 NOCE Opening Day event, "Planting Seeds for the Future," on September 6, 2019 at the Anaheim Campus.

HOSTILE TERRAIN 94 – Cypress College Academic Senate President Craig Goralski shared that the global pop-up exhibition "Hostile Terrain 94" about America's humanitarian crisis at the southern border is coming to Cypress College on September 19, 2019.
FULLERTON COLLEGE ACADEMIC SENATE UPDATES – Fullerton College Academic Senate President Kim Orlijan commented on the USC Center for Urban Education's Equity-Minded Teaching Institute and Senate's fall retreat.
AB 705 & ENROLLMENT – United Faculty President Dana Clahane reported on AB 705 and enrollment growth at Fullerton College.
CSEA ANNUAL CONFERENCE – CSEA President Dawnmarie Neate commented on CSEA's annual conference and the implementation of a Community College Institute in 2020.
ADFAC UNITED UPDATES – Adjunct Faculty United President Kent Stevenson expressed concerns with the adjunct faculty contract and commented on Board meeting civility.

FULLERTON COLLEGE ASSOCIATED STUDENTS UPDATE – Fullerton College Student Trustee Chloe Reyes shared that over 22,000 students are enrolled in the fall semester, and announced that the Fullerton College Student Bus Pass Program Kickoff is on September 12, 2019.
OC BOARD OF EDUCATION – Board Member Stephen Blount commented on a recent Orange County Board of Education meeting.
UPDATES – Board Member Molly McClanahan shared that she attended long-time supporter of Cypress College Irv Pickler's celebration of life on August 24, 2019, as well as Opening Day at Cypress College on August 23, 2019.
CYPRESS COLLEGE OPENING DAY – Board Member Ryan Bent commented on Cypress College's Opening Day on August 23, 2019.
UPDATES – Board Member Barbara Dunsheath announced that August 26, 2019 was Equity Day, thanked Cypress College for giving her the opportunity to use the Aviation Lab's new flight simulator, and shared that she attended the Community College League of California's 2019 Student Trustees Workshop in San Diego, CA, as well as Cypress College's Opening Day on August 23, 2019.
ADJUNCT FACULTY – Board Member Ed Lopez expressed support for Adjunct Faculty United President Kent Stevenson's comments regarding adjunct faculty office hours and substitutes.
FULLERTON COLLEGE SUSTAINABILITY COMMITTEE – Board Member Jacqueline Rodarte commented on a recent Fullerton College Sustainability Committee meeting.
UPDATES – Board Member Jeffrey Brown shared that he attended Cypress College's Opening Day and Fullerton College's Convocation on August 23, 3019, and thanked Cypress College for giving him the opportunity to use the Aviation Lab's new flight simulator.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office.)
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the quarter ended June 30, 2019.
MANDATE BLOCK GRANT – The Board considered opting to participate in the Mandate Block Grant for the fiscal year 2019-20.
GENERAL OBLIGATION BOND SERIES 2002A BOND SUB-FUND – The Board approved a resolution to close the General Obligation Bond Series 2002A Bond Sub-Fund (fund 2121) with the Orange County Department of Education and to direct any funds subsequently received associated with such Sub-Fund to the General Obligation Bond Series 2016A Bond Sub-Fund (Fund 2122).
2014 GENERAL OBLIGATION BONDS, SERIES B – The Board reviewed and accepted the actual cost of issuance information for the 2014 General Obligation Bonds, Series B in compliance with Education Code Section 15146(d).
SURPLUS ITEMS – The Board authorized the request to declare the attached list of items as surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.
FULLERTON COLLEGE SHERBECK FIELD IMPROVEMENTS EIR – The Board authorized the request to approve an augment to the existing agreement with Dudek for Fullerton College Sherbeck Field Improvements EIR in the amount of $23,400, bringing the total contract value to $354,590. The term of the augment shall be effective August 28, 2019 through the end of the existing agreement with Dudek, December 31, 2019.
HYUNDAI MOTOR MANUFACTURING, LLC – The Board authorized the request to accept the donation and Memorandum of Understanding with Hyundai Motor Manufacturing, LLC.
CYPRESS COLLEGE AMERICANA KICKOFF EVENT – The Board authorized the request for the Cypress College Foundation to host the Americana Kickoff Event on the college campus on November 14, 2019 and to allow them to serve alcoholic beverages to attendees.
OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel to Japan and Burma for Albert Abutin and Alexander Brown on September 4-22, 2019.
DLR GROUP – The Board authorized the request to extend the service agreement with DLR Group to serve as the Campus Architect at Fullerton College. The term of the agreement shall be extended for a period of four months effective February 25, 2020, through June 30, 2020.
OC HISPANIC CHAMBER OF COMMERCE – The Board authorized the request for an institutional membership, which includes the entire District, to the Orange County Hispanic Chamber of Commerce for the period of July 1, 2019 through June 30, 2020, at a cost not to exceed $1,500.
GGUSD CCAP DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the 2019-2021 NOCCCD and Garden Grove Unified School District College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement.
RETIREMENT – The Board approved the retirement of Deann Burch, Cypress College Career Center Coordinator II, effective November 12, 2019.
PROMOTIONS – The Board approved the promotions of Melisa Chteoui to Cypress College Administrative Assistant III, effective August 28, 2019; Marbelly Jairam to Cypress College Curriculum Specialist, effective August 28, 2019; and Thaddeus Luminarias to Fullerton College Curriculum Specialist, effective August 28, 2019.
2019 BOARD ASSESSMENT – The Board received the results of the Board Assessment Subcommittee's review of the 2019 Board Assessment.
AP 6700, CIVIC CENTER & OTHER FACILITIES USE – The Board received as information revised Administrative Procedure 6700, Civic Center and Other Facilities Use.
RESOLUTION NO. 19/20-04, TRUSTEE ABSENSE – The Board adopted Resolution No. 19/20-04, Trustee Absence, verifying that Trustee Stephen T. Blount was absent on July 23, 2019 due to hardship.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
