Proposition 39 requires that a Citizens’ Oversight Committee be established when bond initiatives are passed. Members of the Measure X Citizens’ Oversight Committee were community leaders appointed by the NOCCCD Board of Trustees to ensure that bond funds were spent only on facility improvements.

Members served a two-year term, for up to three consecutive terms, and were tasked with reviewing bond expenditures, informing the public on the District’s expenditure of bond funds, and creating annual reports on the facilities bond program.
