REENTRY OF INCARCERATED INDIVIDUALS PROGRAM GRANTS – A representative from the Orange County Re-Entry Partnership (OCREP) and a correctional educator informed the Board of the Reentry of Incarcerated Individuals Program grants allocated in the California State Budget. The Budget allocates an increase of $5 million one-time Proposition 98 General Fund moneys to provide support for currently and formerly incarcerated students, focused on reentry into their communities.
SHERBECK FIELD – A Fullerton community member shared his support for the Fullerton College Sherbeck Field Improvements Project.
Chancellor's Report – Dr. Cheryl A. Marshall
LEGISLATIVE UPDATE – Nossaman LLP Policy Advisor for the District Ashley Walker presented a legislative update. The update included an overview of Nossaman LLP, District legislative priorities, the status of the legislative session and District positions on bills, District legislative advocacy successes, and advocacy efforts and the future of noncredit.

Cypress College – Dr. JoAnna Schilling, President
ACADEMIC MAPPING – Dr. Schilling announced that Cypress College will be one of three colleges in the state to participate in an Academic Mapping project with the Chancellor's Office… MOBILE APPLICATION – The President shared that the Cypress College mobile application will launch as part of the Opening Day activities on August 17, 2018… SPRING INTO CYPRESS – Dr. Schilling reported that the "Spring into Cypress" campaign, an ongoing, board-led fundraising effort, has collected $30,000 in donations.
Fullerton College – Dr. Greg Schulz, President
ANAHEIM PLEDGE – Dr. Schulz shared that as of July 16, 711 students have completed the Anaheim Pledge requirements and are registering for classes. The President projects over 1,000 students from AUHSD will be enrolled in the Fall 2018 semester at Fullerton College… WELDING PROGRAM – Dr. Schulz announced that Assemblywoman Sharon Quirk-Silva helped secure $1,000,000 of the State Budget for Fullerton College Welding Program equipment upgrades… FALL CONVOCATION – The President invited the Board and Resource Table to Fall Convocation on August 17, 2018.
North Orange Continuing Education – Valentina Purtell, Provost
AEP 2018/19 ANNUAL PLAN – Ms. Purtell reported that the North Orange County Regional Consortium developed the Adult Education Program 2018/19 Annual Plan to address regional adult education needs… ANAHEIM PLEDGE WEEK – The Provost announced that NOCE will host the inaugural Anaheim Pledge Week at the Anaheim Campus throughout the week of July 30, 2018… COMMENCEMENT – Ms. Purtell shared that 266 students earned their high school diplomas and 405 students received their career technical education certificates at the 2018 NOCE Commencement Ceremony.

ACKNOWLEDGEMENTS – District Management Association President Richard Fee thanked the Chancellor and the Board for the generous benefits packages and continuing efforts to make NOCCCD more competitive in recruiting high quality managers.
CTA PRESIDENTS CONFERENCE 2018 – United Faculty President Dana Clahane shared that he attended the California Teachers Association 2018 Presidents Conference in San Jose on July 19-22, 2018.
COMMENTS – CSEA President Rod Lusch expressed his opinion on the time restraints concerning comments from members of the audience and comments by members of the Resource Table.
Comments by Members of the Board of Trustees
SUMMER SESSION – Fullerton College Student Trustee Pascual Castillo shared that he has been surveying his summer session peers and reported that many students are earning credits for their university and enjoy the relaxing and joyful campus environment.
NEGOTIATIONS – Board Member Ryan Bent expressed his opinion on the time restraints concerning comments from members of the audience in regards to negotiations.
CAMPUS UPDATES – Board Member Jacqueline Rodarte reflected on the NOCE Commencement Ceremony held at Yorba Linda Friends Church on June 29, 2018 and shared that Assemblywoman Sharon Quirk-Silva helped secure $1,000,000 to support equipment upgrades to expand and improve Fullerton College's Welding Program.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office).
STUDENT INSURANCE – The Board authorized the request to enter into agreements with Anthem Blue Cross and AIG Insurance through Student Insurance for student accident and intercollegiate athletic accident insurance for 2018-19.
LEGAL SERVICES – The Board authorized the request to continue with the legal services provided by Currier & Hudson at the hourly rate of $205 plus reimbursable expenses, effective July 1, 2018 through June 30, 2020.
R2A ARCHITECTURE – The Board authorized the request that the consultant agreement with R2A Architecture to provide architectural and engineering services for the Anaheim Campus Upper Deck Parking Lot and the Foundation Leak Pre-Design Study be amended, and the contract amount increased by $30,000.
WESTBERG & WHITE – The Board authorized the request to amend the architectural services agreement with Westberg & White for the Renovation of the Existing Baseball Field and Supporting Structures at Cypress College in the amount of $32,000.
2020-2025 FIVE-YEAR CONSTRUCTION PLAN – The Board approved the North Orange County Community College District 2020/21-2024/25 Five-Year Construction Plan prepared and submitted in compliance with California Education Code §81800, et. al. and the California Community Colleges Chancellor's Office directives.
SABBATICAL OUT-OF-COUNTRY TRAVEL – The Board authorized the request to pre-approve out-of-country travel for Carol Henke, William Henke, Pete Snyder, Anupama Mande, and Cathee Mang.
NOCCC SUNSET MIXER – The Board authorized the request to allow the Fullerton College Foundation to host the North Orange County Chamber of Commerce Sunset Mixer on the college campus on August 15, 2018 and allow them to serve alcoholic beverages.
CCC COMMUNITY FESTIVAL MIXER – The Board authorized the request to allow the Cypress College Foundation to host the Cypress Chamber of Commerce Community Festival Mixer on the college campus on July 26, 2018 and allow them to serve alcoholic beverages.
ROSETTA STONE – The Board authorized the request to approve the purchase of Rosetta Stone licenses in the amount of $104,991.00, plus applicable taxes.
INNOVATIVE PERFORMANCE SOLUTIONS, INC. – The Board authorized the request to increase the purchase order for Innovative Performance Solutions, Inc. (IPS) from $130,000 to $138,103.17. The terms of the agreement remain July 1, 2017 to June 30, 2018.
NOCCCD & AUHSD DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the NOCCCD and Anaheim Union High School District (AUHSD) College and Career Access Pathways (CCAP) Dual Enrollment Partnership Agreement 2018-19.
CC & LOS AL DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the Cypress College CCAP Dual Enrollment Partnership Agreement 2018-21 with the Los Alamitos Unified School District.
FC & BOUSD DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the Fullerton College CCAP Dual Enrollment Partnership Agreement 2018-21 with the Brea Olinda Unified School District.
FC & FJUHSD DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the Fullerton College CCAP Dual Enrollment Partnership Agreement 2018-21 with the Fullerton Joint Union High School District.
FC & PYLUSD DUAL ENROLLMENT PARTNERSHIP AGREEMENT – The Board reviewed and discussed the Fullerton College CCAP Dual Enrollment Partnership Agreement 2018-21 with the Placentia-Yorba Linda Unified School District.
NOCCCD/FC & FSD EDUCATIONAL CONSULTING AGREEMENT – The Board received as information the Fullerton School District and NOCCCD/Fullerton College Educational Consulting Agreement.
FC CURRICULUM – The Board approved the summary of curriculum changes without the Paralegal Studies Independent/Freelance Paralegal Specialty or Personal Injury/Civil Litigation Specialization Certificates for Fullerton College, to be effective Fall 2018.
FC DONATIONS – The Board authorized the request for Fullerton College to accept donations to its divisions, departments, programs, and library.
2018/19 BOARD MEETING PRESENTATIONS & ACTIVITIES – The Board discussed the proposed schedule for 2018-19 Board meeting presentations and activities.
BOARD PROFESSIONAL DEVELOPMENT PROGRAM – The Board discuss the proposed Board of Trustees Professional Development Program.
RESOLUTION NO. 18/19-01 – The Board adopted Resolution No. 18/19-01, Trustee Absence, verifying that Trustee Stephen T. Blount was absent on June 26, 2018 due to illness.
FUTURE AGENDA ITEMS – The Board discussed any potential future agenda items.
