Chancellor’s Report – Dr. Cheryl A. Marshall
DISTRICT LEADERSHIP ACADEMY PRESENTATION – District Director, Professional Development, Amita Suhrid presented on the District Leadership Academy. The presentation highlighted the Academy’s first cohort, monthly sessions, and trips to Sacramento, CA and Anaheim City Hall… ACKNOWLEDGEMENTS – Dr. Marshall thanked those involved in coordinating the two well-attended “Pledge Night” events at Cypress College and Fullerton College on May 2, 2018.

Cypress College – Dr. JoAnna Schilling, President
“PLEDGE NIGHT” – Dr. Schilling reported that more than 800 students and their families attended the college’s first “Pledge Night” event on May 2, 2018… CSEA BREAKFAST – The President shared that Cypress College employees Melisa Barrios and Grace Suphamark received CSEA awards at the breakfast event on May 8, 2018… APIA WELCOME RECEPTION – Dr. Schilling commented that she attended the District Asian Pacific Islander Faculty and Staff Association Welcome Reception on May 8, 2018… WOMEN'S SOFTBALL – The President announced that the women’s softball team defeated Southwestern College in the first two rounds of playoffs and enter the next round against Bakersfield on May 11, 2018… AUTO TECHNOLOGY PROGRAM – Dr. Schilling shared that schools.com ranked the college’s Auto Technology Program as the fourth top program of its kind nationwide… SOROPTOMIST SCHOLARSHIP AWARDS – The President commented that she will be attending the annual Soroptimist Scholarship Awards, honoring five EOPS students, on May 9, 2018… TEACHER APPRECIATION WEEK – Dr. Schilling thanked NOCCCD teachers in celebration of Teacher Appreciation Week.
Fullerton College – Dr. Greg Schulz, President
COMMENCEMENT – Dr. Schulz announced that about 830 graduates are expected to walk in the Fullerton College Commencement Ceremony on May 26, 2018… “PLEDGE NIGHT” – The President shared an interaction he had with an AUHSD parent at the college’s first “Pledge Night” event on May 8, 2018… FACULTY & STAFF APPRECIATION – Dr. Schulz commented on the CSEA breakfast and voiced his appreciation for all that faculty and staff do to make a difference in the lives of students.
North Orange Continuing Education – Valentina Purtell, Provost
TEACHER APPRECIATION WEEK – Ms. Purtell expressed gratitude for NOCCCD teachers in recognition of Teacher Appreciation Week… CLASSIFIED SCHOOL EMPLOYEE APPRECIATION EVENTS – The Provost commented on classified school employee appreciation events including the CSEA Breakfast and NOCE Classified Staff Luncheon… STUDENT EVENTS – Ms. Purtell reported on NOCE events for students including “Dream Your Future” college transition event and “New Horizons” Scholarship Awards Luncheon… DIGITAL MAPPING PRESS CONFERENCE – The Provost shared that she joined AUHSD Superintendent Michael Matsuda, Anaheim Mayor Pro Tem Dr. Jose Moreno, and the Anaheim Police Department at Anaheim High School on May 1, 2018 for a press conference highlighting their partnership and collaboration on the digital mapping project.

DMA UPDATE – District Management Association President Eldon Young commented on the CBT Organizational Structure Analysis presented by Chancellor Cheryl Marshall at the most recent monthly breakfast meeting, CSEA Breakfast, and Teacher Appreciation Week.
ELECTIONS – NOCE Academic Senate President Tina McClurkin shared that the Senate finished elections and that she will be continuing on as the President.
CC ACADEMIC SENATE UPDATE – Cypress College Academic Senate President Bryan Seiling reported on accreditation, winter intersession and student survey launch, and faculty awards.
FC ACADEMIC SENATE UPDATE – Fullerton College Academic Senate President Josh Ashenmiller informed the Board that the Senate passed two resolutions opposing State proposals and shared faculty survey results on winter intersession.
CSEA BREAKFAST – CSEA President Rod Lusch thanked Dr. JoAnna Schilling, Dr. Greg Schulz, Valentina Purtell, Jacqueline Rodarte, Stephen Blount, and Irma Ramos for attending the CSEA Breakfast on May 8, 2018 and acknowledged Melisa Barrios for receiving the GEM Award and Grace Suphamark for receiving the President’s Award.
ADFAC UNITED UPDATE – ADFAC United President Kent Stevenson reported on ADFAC membership drives at Cypress College and Fullerton College and District negotiations concerning re-hire rights.

CAMPUS ACTIVITIES – Cypress College Student Trustee Daniel Sebastian commented on campus events including: Associated Students Recruitment Day, “Pledge Night” event, and finals week events. Fullerton College Student Trustee Andrew Washington reported on campus activities including: Sherbeck Field Scoping Meeting, Veterans’ Appreciation Night, Phi Theta Kappa Spring Induction, and Associated Students Banquet.
COMMUNITY EVENTS – Board Member Stephen Blount shared that he attended the Fullerton College Sherbeck Field Scoping Meeting, Brent Hunter’s presentation on the Cypress College Veterans’ Resource Center at the Kiwanis Club meeting, Cypress Chamber of Commerce Networking Breakfast, and CSEA Breakfast.
AUDIT COMMITTEE & FC ACADEMIC ATHLETIC AWARDS – Board Member Molly McClanahan announced that she is part of the Audit Committee with Stephen Blount and Jeffrey Brown and that she attended the Fullerton College Academic Athletic Awards on May 8, 2018.
FC SHERBECK FIELD SCOPING MEETING – Board Member Ryan Bent reported that he attended the Fullerton College Sherbeck Field Scoping Meeting on May 1, 2018.
CC FOUNDATION MEETING & CCLC TRUSTEES CONFERENCE – Board Member Barbara Dunsheath commented on the most recent Cypress College Foundation meeting and the CCLC Trustees Conference in Valencia on May 4-6, 2018.
BUDGET UPDATE – Board Member Jacqueline Rodarte requested a budget update be added to the June 12, 2018 Board meeting agenda.
Finance & Facilities
PURCHASE ORDERS & CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District’s Business Office).
GENERAL FUND – The Board authorized the request for the 2017-18 General Fund transfers and adoption of the resolution showing the summary. (The Resolution is available for review in the District’s Business Office).
QUARTERLY INVESTMENT REPORT & IRREVOCABLE RETIREE BENEFITS TRUST REPORT – The Board received the Quarterly Investment Report and the Irrevocable Retiree Benefits Trust Report for the quarter that ended March 31, 2018.
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District’s Quarterly Financial Status Report for the quarter that ended March 31, 2018, as required by §58310 of Title 5.
EDUCATION PROTECTION ACOUNT – The Board authorized the request to use the Education Protection Account proceeds resulting from the passage of Proposition 30 to partially fund instructional salaries and benefits.
PROPERTY APN: 033-083-32 & 033-083-33 – The Board rejected the submitted bid for the sale of Property APN: 033-083-32 and 033-083-33.
BID #1718-25 – The Board approved the request to award Bid #1718-25, Theater Lighting Equipment for Cypress College, to Acey Decy Equipment Co. as the lowest overall responsive and responsible bidder.
MODO LABS – The Board approved the request for the implementation, support, and maintenance agreement with Modo Labs.
ORACLE GOLDENGATE SOFTWARE – The Board authorized the request to acquire Oracle GoldenGate software.
PARKING FEES – The Board authorized the request to increase the daily parking fee from $2 to $3, and increase the Cypress College and Fullerton College semester parking fee and the NOCE semi-annual permit fee from $35 to $40, beginning in the Fall 2018 semester.
GUIDED PATHWAYS – The Board authorized the request to accept new funding of $864,575 to implement the Guided Pathways Multi-year Plans.
SEXUAL HARRASSMENT SERVICES & SUPPORT – The Board authorized the request to accept new funding of $73,806 to provide services and support to prevent and address sexual harassment, including sexual violence, involving a student, both on and off campus in the 2017-18 fiscal year.
CC CURRICULUM – The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2018.
SUPPLY CHAIN MULTI REGIONAL PROJECTS IN COMMON – The Board authorized the request to accept new funding of $92,000, in compliance with the Supply Chain Multi Regional Projects in Common proposal, for use beginning January 15, 2018 through January 15, 2019.
PROMOTION – The Board approved the promotion of Ray Ramirez to Cypress College Facilities Custodian II, effective May 9, 2018.
BOARD POLICY 6320 – The Board re-adopted Board Policy 6320, Investments.
BOARD MEMBER COMPENSATION – The Board determined that an increase to compensation for Board members is not desirable at this time.
RESOLUTIONS NO. 17/18-15 & NO. 17/18-16 – The Board adopted Resolutions No. 17/18-15 and No. 17/18- 16, Order of Biennial Trustee Election and Specifications of the Election Orders, and that the resolutions be submitted to the Orange County Superintendent of Schools and the Los Angeles Registrar/Recorder County Clerk.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, May 22, in the first-floor Board Room, Anaheim Campus, 1830 W. Romenya Drive, Anaheim.
