Chancellor’s Report – Dr. Cheryl A. Marshall
ORGANIZATIONAL STRUCTURE ANALYSIS UPDATE – Dr. Bryce Harris and associates from the Collaborative Brain Trust (CBT) presented on the organizational structure analysis of NOCCCD. The material focused on the three phases of work including: research; interviews/survey; and outcomes.
2018-19 PROPOSED STATE FUNDING FORMULA UPDATE – Dr. Marshall and Vice Chancellor, Finance and Facilities, Fred Williams presented an update on the 2018-19 proposed state funding formula. Williams explained the trailer bill language and Dr. Marshall reported that the CEO and CBO workgroups have met and are working to make recommendations to the League on the trailer bill by March 2018.

Cypress College – Dr. JoAnna Schilling, President
NEW EMPLOYEE – Dr. Schilling introduced Emily Day, Vice President of Administrative Services, to the Board… ACCREDITATION – The President acknowledged Accreditation Liaison Officer Phil Dykstra for his leadership during the college’s successful accreditation renewal… CAMPUS ACTIVITIES – Dr. Schilling reported on campus events including: Americana Awards; IEPI Guided Pathways Workshop; and Black History Month events.
Fullerton College – Dr. Greg Schulz, President
CAMPUS INITIATIVE – Dr. Schulz reported that the college focused on the Guided Pathways Initiative at Convocation, IEPI Guided Pathways Workshop, and in the campus Guided Pathways Workgroup… ACCREDITATION – The President shared that Fullerton College received accreditation renewal for 18 months with a follow-up report due March 2019… CAMPUS EVENT – Dr. Schulz reported that the 3rd Annual Fullerton College Night at Angel Stadium will be on Friday, April 6, 2018.
North Orange Continuing Education – Valentina Purtell, Provost
CAMPUS INITIATIVES – Ms. Purtell highlighted student-centered initiatives including: NOCRC Disability Support Services Community Conversation: Promoting Workplace Diversity; Student Equity Conference: Creating Better Tomorrows; CalFresh enrollment workshops; New Horizons Scholarship Program; ESL Mentorship Program; and FasTrack events.

NOCE SENATE UPDATE – NOCE Academic Senate President Tina McClurkin reported that, during the first meeting of the term, the Senate agenda included the academic calendar, District proposed IT maintenance schedule, and recommendations for the instructional design coordinator and professional development faculty chair.
CC SENATE UPDATE – Cypress College Academic Senate President Bryan Seiling commented on accreditation compliance, guided pathways, and winter intercession.
ACCREDITATION – Fullerton College Academic Senate President Josh Ashenmiller reported that the campus needs to address student learning outcomes before the accreditation follow-up report is due in March 2018.
CCC ASSOCIATION CONFERENCE – United Faculty President Dana Clahane commented that nine delegates attended the State-wide California Community Colleges Association Conference.
ACKNOWLEDGEMENTS – CSEA representative Dawnmarie Neate acknowledged Dr. Schulz, Dr. Schilling, Ms. Purtell, Trustee McClanahan, and Trustee Blount for attending the CSEA Area H Chapter Officer Installation on January 27, 2017.

CC CAMPUS EVENTS – Cypress College Student Trustee Daniel Sebastian reported on campus activities including: Welcome Back event; Club Rush event; Valentine’s Day event; IEPI Guided Pathways Workshop; and Americana Awards.
FC CAMPUS ACTIVITIES – Fullerton College Student Trustee Andrew Washington commented on campus activities including: Community Day and Valentine’s Day Club Rush event.
COMMUNITY EVENTS – Board Member Steven Blount shared that he attended the Buena Park State of the City Luncheon and Americana Awards, and Board Member Molly McClanahan shared that she attended the Americana Awards and will attend the “100 Days After DACA” Viewing Party hosted by OC Human Relations on Thursday, February 15, 2018.
CC PRESIDENT INVESTITURE – Board Member Ryan Bent shared that he attended Dr. Schilling’s Investiture.
EFFECTIVE TRUSTEE WORKSHOP – Board Member Barbara Dunsheath commented on the Effective Trustee Workshop she attended in Sacramento, CA on January 26, 2018.
INVESTITURE AND OPENING DAY – Board President Jacqueline Rodarte shared that she attended Cypress College’s Investiture and Opening Day events, Retirement Board meeting, and that she sat on a panel to discuss Board CEO relations.
Finance and Facilities
PURCHASE ORDERS AND CHECKS – The Board ratified purchase orders and checks. (The Purchase Orders and Checks are available for review in the District's Business Office).
GENERAL FUND – The Board authorized the 2017-18 General Fund transfers. (The Resolution is available for review in the District's Business Office).
QUARTERLY FINANCIAL STATUS REPORT – The Board reviewed the District’s Quarterly Financial Status Report for the quarter ended December 31, 2017.
QUARTERLY INVESTMENT REPORT – The Board received the Quarterly Investment Report for the quarter ended December 31, 2017.
SURPLUS – The Board authorized to declare items surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items.
FURNITURE, FIXTURE & EQUIPMENT CONSULTANT SERVICES – The Board authorized the District to enter into a Master Agreement with Dovetail for the purpose of Furniture, Fixture & Equipment (FF&E) Consultant Services for the District pursuant to Request for Proposal #1718-09, FF&E Consultant Services for District-wide Construction Projects.
NOSSAMAN LLP – The Board authorized renewal of the consultant agreement with Nossaman LLP beginning on February 1, 2018 through January 31, 2019.
TRAVEL – The Board authorized travel for Dr. Jo Wu, Fullerton College biology professor, to attend the 2018 Amgen Biotech Experience Annual Meeting in Dublin, Ireland from April 19-28, 2018.
STUDENT SUCCESS SCORECARD – The Board received as information the North Orange County Community College District Student Success Scorecard information.
INSTITUTIONAL EFFECTIVENESS PARTNERSHIP INITIATIVE – The Board authorized acceptance of new revenue from the California Community College Chancellor’s Office Institutional Effectiveness Partnership Initiative in the amount of $200,000.
AIFS – The Board authorized to enter into a travel arrangement with AIFS for the Cypress College and Fullerton College 2018 Fall Study Abroad Program in Barcelona, Spain.
PROMOTIONS – The Board approved the promotions of Hani Amin to Anaheim Campus Systems Analyst, Applications, effective February 14; Joy Case to Cypress College Administrative Assistant III, effective February 14; Karla Fajardo to Cypress College Admissions and Records Technician, effective February 14; and Tim Nguyen to AC Systems Analyst, Technology, effective February 14.
SUPPLEMENTAL EARLY RETIREMENT PLAN – The Board approved academic and classified retirements for staff participating in the Supplemental Early Retirement Plan (SERP) offered to eligible employees, effective 2018.
RESOLUTION NO. 17/18-10 – The Board adopted Resolution No. 17/18-10, Trustee Absence, verifying that Trustee Ryan Bent was absent on January 23, 2018 due to hardship.
