Chancellor’s Report – Dr. Cheryl A. Marshall
LOBBY DAY - Dr. Marshall reported on a recent advocacy day in Sacramento with fellow NOCCCD CEOs Cypress College President Dr. Bob Simpson, Fullerton College President Dr. Greg Schulz, and SCE Provost Valentina Purtell to discuss with legislators District priorities such as increasing the base allocation, support for veterans, and equalizing the Faculty Obligation Number (FON).
CYPRESS COLLEGE COLLOQUIUM ON STRATEGIC PLANNING - Dr. Marshall attended the second day of Cypress College’s Colloquium on Strategic Planning.
APPOINTMENT OF JOANNA SCHILLING - Dr. Marshall reported on the appointment of the next Cypress College President, Dr. JoAnna Schilling.
BUDGET STUDY SESSION - Dr. Marshall announced that next Tuesday, April 18, there will be a Board Study Session on the budget. She welcomed all to attend.

Cypress College – Dr. Bob Simpson, President
CYPRESS COLLEGE ANNIVERSARY - Dr. Simpson gave a report on the success of the Cypress College 50th anniversary celebration…HIRING - Cypress College is continuing with hiring full-time faculty. The interview process will continue until the end of the spring term… PLANNING – Dr. Simpson gave an update on how Cypress College is establishing long-term plans in a variety of areas such as Educational Master Planning, 5-Year Facilities Plans, Classified Hiring plans, and a 3-Year Strategic Plan… PARKING AND FACILITIES - Cypress College is reconfiguring Parking Lot #9 to accommodate approximately 35 additional spaces, and are engaged in “deep cleaning” of instructional facilities…SOFTBALL – The Women’s Softball Team continues to go undefeated 32 – 0. They are the top-rated team in the region and in the state, with a record of 15 – 0 in conference.
Fullerton College – Dr. Greg Schulz, President
FULLERTON COLLEGE NIGHT - Dr. Schulz reported to the Board on the success of the 2nd Annual Fullerton College Night at Angel Stadium on Saturday, April 8. He thanked all those who attended and coordinated the event…STUDENT ELECTIONS– Dr. Schulz reported on the result of the Associated Students’ Election, and congratulated the students on their new leadership positions… KINDERCAMINATA – Chancellor’s Staff and the Board of Trustees are invited to the KinderCaminata event on Friday, April 28. The event will expose career options and a hands-on introduction to higher education to Kindergartners and their teachers…IEPI PRT – Fullerton College hosted a visit on April 3 from an Institutional Effectiveness Partnership Initiative - Partnership Resource Team (IEPI PRT). The focus of the visit was on institutional effectiveness…SEXUAL ASSAULT AWARENESS AND AWARDS – Dr. Schulz reported on how Fullerton College is supporting National Sexual Assault Awareness Month, and thanked Professors Jodi Balma, Diana Kyle and Kelly Nelson-Wright for their leadership in raising awareness about sexual assault and human trafficking. The professors were honored at the 2017 Victims’ Right Conference on March 29 with the Community Service Program’s Victim Service Award…AWARDS – The Fullerton College Office of Campus Communications won two Paragon Awards at the annual National Council for Marketing & Public Relations Conference in Charleston, South Carolina on March 27.
School of Continuing Education – Valentina Purtell, Provost
PARTNER BREAKFAST - Provost Purtell informed the Board that the North Orange County Regional Consortium (NOCRC) hosted the 3rd annual partner breakfast. The event was two-fold: a celebration of all the successful outcomes accomplished for adult learners in the region, and a time for planning with partners for the next fiscal year… NOCE LOGO – SCE will welcome consultants from VisionPoint Marketing on Tuesday, April 18, 2017 to share ideas for the new North Orange Continuing Education (NOCE) logo and colors… COMMUNITY PARTNER RECOGNITION - Provost Purtell reported that she, ESL Program Director Jorge Gamboa, and SCE Director of Campus Communications Jennifer Perez attended a recognition event with California State University, Fullerton (CSUF) Center for Healthy Neighborhoods on Tuesday, April 11, 2017… AHSN MEETING – On April 5, 2017, SCE hosted a meeting for the Anaheim Human Services Network (AHSN), coordinated by the City of Anaheim’s Community Services Department. The goal of the network is to exchange information about services provided to the Anaheim community, and to disseminate information to the clients/students of the participating agencies. SCE will soon be added to the AHSN’s member resource website, Network Anaheim.

MANAGEMENT POSITIONS - District Management Association Vice President Eldon Young spoke on Cypress College management opportunities, saying that the Human Resources department posted five interim management positions.
WASC ACTION PLAN - SCE Academic Senate President Adam Gottdank congratulated Cathy Dunne, for becoming a full-time tenured faculty member at SCE. He also reported that the Provost’s cabinet is finalizing their WASC action plan.
CYPRESS PRESIDENT FORUMS - Cypress College Academic Senate President Brian Seiling spoke about participating in the Cypress President forums. Seiling reported on the productivity of the Cypress Senate meeting, and on the success of the 50th anniversary Celebration.
IEPI-PRT VISIT – Fullerton College Faculty Senate President Pete Snyder spoke about the recent IEPI-PRT visit. The results should be in by May 9. Snyder also reported that the College is closer to getting its new mission statement adopted.
NSBA CONFERENCE – United Faculty President Tina Johannsen reported on her attendance at the National School Board Association conference in Denver.
CYPRESS ANNIVERSARY – CSEA President Rod Lusch reported on attending the Cypress College 50th Anniversary event and the Cypress College Colloquium.
CONTRACT NEGOTIATIONS– Adjunct Faculty United president Kent Stevenson spoke on the group’s ongoing contract negotiations.

FULLERTON COLLEGE STUDENT ACTIVITIES - Fullerton College Student Trustee Scott Begneski reported on the success of the Fullerton College Angel Game and how the College is preparing for commencement.
ACCT CONFERENCE - Trustee Stephen T. Blount spoke on how he attended the Association of Community College Trustee’s (ACCT) Governance Leadership Institute in Hawaii.
PRESIDENT FORUM– Trustee Ryan Bent spoke about his attendance at the Cypress College President Forum.
ANNIVERSARY CELEBRATION – Board Vice President Jaqueline Rodarte attended the 50th Anniversary Celebration of Cypress College and the Fullerton College Foundation meeting.
WOMEN IN POLITICS SYMPOSIUM – Trustee Barbara Dunsheath reported that she will attend the Women in Politics Symposium on April 28, and the Strategic Conversations #18: Pathways to Opportunities event on April 25.
BOARD ASSESSMENTS – Board President Molly McClanahan asked the members to fill out their Board of Trustees assessments.
Finance and Facilities
PURCHASE ORDERS – It was recommended that the Board ratify purchase orders and checks. (THE PUCHASE ORDERS AND CHECKS ARE AVAILABLE FOR REVIEW IN THE DISTRICT'S BUSINESS OFFICE.)
GENERAL FUND AND CAPITAL OUTLAY – The Board authorized a request for the 2016-2017 General Fund and Capital Outlay Fund transfers and adoption of the resolutions showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (THE PUCHASE ORDERS AND CHECKS ARE AVAILABLE FOR REVIEW IN THE DISTRICT'S BUSINESS OFFICE.)
DEDUCTIVE CHANGE ORDER – The Board approved the Deductive Change Order #1 for Bid #2016-08, First Floor Tenant Improvements Project at Anaheim Campus with CalTec Corp.
ARCHITECTURAL SERVICES AGREEMENT – The Board authorized a request to enter into an architectural services agreement with Westberg & White Architecture for the Expansion of Parking Lots 4 & 5 Project at Cypress College.
FISCAL AFFAIRS – Budget Resource Allocation presentations were completed at both Fullerton College and Cypress College. The Anaheim Campus presentation will take place on Wednesday, April 12, at 3:00 p.m. in Room 105.
INSTRUCTIONAL EVALUATION FOR REAFFIRMATION OF ACCREDITATION- The Board received as information the Cypress College second draft of the 2017 Institutional Evaluation for Reaffirmation of Accreditation.
CYPRESS CURRICULUM - The Board approved the summary of curriculum changes for Cypress College, to be effective Fall 2017.
FULLERTON CURRICULUM – The Board approved the summary of curriculum changes for Fullerton College, to be effective Fall 2017.
DONATIONS– The Board authorized the request for Fullerton College to accept donations to its divisions, departments, and library.
RETIREMENTS - The Board approved the retirements of Ruth Egigian, Fullerton College Foreign Language Instructor, effective June 1; and Daniel Sefried, Anaheim Campus Groundskeeper, effective June 17.
CYPRESS COLLEGE PRESIDENT - The Board appointed Dr. JoAnna Schilling to the position of Cypress College President, effective July 1, 2017.
RESOLUTIONS NO. 16/17-21, 16/17-22 & 16/17-12 – The Board adopted Resolution Nos. 16/17-21, 16/17-22, and 16/17-23 verifying that Trustee Stephen T. Blount was absent from the Regular Board Meeting of March 28, 2017, the Special Board Meeting of March 30, 2017, and the Special Closed Session Board Meeting of March 31, 2017, respectively, due to hardship.
RESOLUTION NO. 16/17-24 – The Board adopted Resolution No. 16/17-24 verifying that Student Trustee Scott Begneski was absent from the Special Board Meeting of March 30, 2017 due to hardship.
BOARD MEETING AGENDA – The Board discussed placing the following transparency proposals on a Board meeting agenda for future consideration: free parking on Board meeting nights including appropriate signage; the filming of Board meetings to be archived and/or streamed online; and audio recordings of Board meetings to be archived on the District website.
The next regular meeting of the NOCCCD Board of Trustees will be held at 4:30 p.m. Tuesday, April 25, 2017, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
