RESOLUTION IN SUPPORT FOR STUDENTS AND PRIVACY OF STUDENT RECORDS – SCE Senate President – Adam Gottdank – spoke in regards to Resolution No. 16/17-18, which the Board approved last week. He thanked the Board for voting to pass the resolution and applauded their support of all students.
Chancellor’s Report – Dr. Cheryl A. Marshall
SYMPOSIUM - The 2017 NOCCCD Student Equity Symposium was a success with nearly 300 employees and students in attendance. Thank you to Dr. Cherry Li-Bugg and the campus equity coordinators for designing and organizing the event.
ACCREDITATION VISIT - The School of Continuing Education had a successful accreditation visit and they are expected to receive the full six-year extension.

Cypress College – Dr. Bob Simpson, President
CELEBRATION - The College is looking forward to welcoming guests to the 50th Anniversary Celebration on Saturday, April 1… FACILITIES - Dr. Simpson gave an update on the North Campus Thermal Energy Project, and thanked Vice President Karen Cant and Director Albert Miranda for the success of the initiative… FACULTY - The College is in the process of hiring new faculty members, pending Board approval, for the 2017-2018 academic year. Dr. Simpson welcomed Juan Garcia as the Veterans Counselor and Jennifer Page as the Communications Studies/Forensics Coach... LEGACY PROGRAM - Dr. Simpson thanked Dr. Regina Rhymes and Dr. Virgil Adams for providing students with meaningful and thought-provoking activities during Black History Month while leading the Legacy Program … SPORTS - Cypress College’s Women’s Softball Team has maintained its #1 ranking in the state and now stands at 24 wins vs 0 losses.

TEACHER OF THE YEAR - Math professor, Dr. Mareike Claassen, was announced as Fullerton College’s Teacher of the Year. Congratulations to Dr. Claassen… ANGELS GAME - The Second Annual Fullerton College Night at Angel Stadium is on April, and the last day to buy tickets is Thursday March 30…TRANSFER AWARENESS – Transfer Awareness Week was held last week and coincided with our Spring College Fair. The Cadena Transfer Center hosted the event to highlight the support services available to students and to educate them about the transfer process… EDUCATION AWARD - Biology Professor Dr. Jo Wen Wu was selected to receive the 2017 Excellence in Education Hayward Award… CHOIR - On Saturday, March 25, the Fullerton College Concert Choir and Fullerton College Chamber Singers performed at a spring concert for the campus community… HEALTH SERVICES - The Health Services department will host the annual Spring Health Fair on March 29 from 10 a.m. - 1 p.m. … IEPI PRT - The College has an upcoming Institutional Effectiveness Partnership Initiative Partnership Resource Team (IEPI PRT) one-day visit scheduled for Monday, April 3. The area of focus selected was institutional effectiveness. Thank you to Director of Institutional Research and Planning Carlos Ayon and Executive Assistant Melinda Taylor for coordinating and planning the event.

ACCREDITATION VISITING TEAM -The WASC Accreditation Visiting Team called SCE a “Model Noncredit School.” They identified major areas of strength, as well as some key opportunities… NAME CHANGE - SCE submitted the substantive change to WASC regarding the name change, and the contract is being finalized with VisionPoint Marketing for the brand/name launch. Thank you to the Board of Trustees for approving a new name for the institution: North Orange Continuing Education (NOCE)… LEADERSHIP ACADEMY - SCE Provost Valentina Purtell and SCE Director of Campus Communications Jennifer Perez attended the Leadership Academy hosted by California Women Lead in Anaheim… AWARD - SCE Marketing and Outreach Assistant Chelsea Salisbury was awarded the National Rising Star Award for District 6 from the National Council for Marketing and Public Relations (NCMPR)… SUMMER CAMPS - SCE’s Lifeskills Education Advancement Program (LEAP) launched an all-new Kids’ College Summer Camp Program focused on science, technology, engineering, art, and math (S.T.E.A.M.) for children in grades 1-6…

LEADERSHIP ACADEMY - District Management Association President Olivia Veloz thanked the District for inviting eight managers to participate in the Leadership Academy hosted by California Women Lead. She also said that all campuses formed hiring committees to fill various management positions throughout the District.
SCE ACTIVITIES - SCE Senate President Adam Gottdank spoke about his meeting with Fullerton College and Cypress College in preparation for their Spring Plenary Session in San Mateo. Additionally, he gave an update on the successful SCE accreditation visit.
CYPRESS SENATE MEETING - Cypress College Senate President Brian Seiling spoke about the productive Cypress College Senate meeting, including praising a dual enrollment presentation from Henry Hua, the Dean of Business and Computer Information Systems, and Paul De Dios, Dean of Counseling, Student Development, and Admissions & Records. He also said that the group plans to support the Fullerton College and School of Continuing Education resolutions concerning student privacy and safety.
ONLINE LEARNING PLATFORM -Fullerton College Senate President Pete Snyder spoke about Fullerton College making progress with ‘Canvas’ as their online learning platform. He also spoke about how the campus is preparing for their upcoming IEPI visit.

CYPRESS COLLEGE STUDENT ACTIVITIES- Cypress College Student Trustee Tanya Washington announced Professor Christie Diep as the Cypress College Teacher of the Year. She also thanked the NOCCCD for hosting the 2017 Student Equity Symposium “Keeping it Equitable.”
FULLERTON COLLEGE STUDENT ACTIVITIES - Fullerton College Student Trustee Scott Begneski reported on several recent student activities, such as the Associated Student elections and Student Trustee elections. He also reported that the students appreciated Resolution No. 16/17-18 being passed by the Board.
DISTRICT EVENT - Trustee Ryan Bent attended the “Ending the Cycle of Fear: Increasing Understanding of Muslims and Arabs in Americas Today” event hosted at the District office and said it was a success. Additionally, he spoke about how he stands by his comments on Resolution No. 16/17-18.
ACCOUNTABILITY - Board Vice President Jaqueline Rodarte thanked everyone who holds the Board of Trustees accountable.
SCE ACCREDITATION - Trustee Ed Lopez congratulated SCE on the success of their accreditation visit.
STUDENT EQUITY SYMPOSIUM - Trustee Barbara Dunsheath thanked Cherry Li- Bugg for hosting the successful Student Equity Symposium. She also congratulated SCE on their accreditation visit.
FULLERTON COLLEGE - Board President Molly McClanahan praised the Fullerton College horticulture program. She also announced that moving forward there would be no charge for parking during Board meetings.
Finance and Facilities
GENERAL FUND AND CAPITAL OUTLAY - The Board authorized the request for the 2016-2017 General Fund and Capital Outlay Fund transfers and adopt the resolutions showing the summary, pursuant to the California Code of Regulations, Title 5, §58307. (THE RESOLUTIONS ARE AVAILABLE FOR REVIEW IN THE DISTRICT'S BUSINESS OFFICE.)
FULLERTON COLLEGE'S ALLOCATION - The Board authorized the request to recognize a transfer and establish a budget within the General Fund to make Fullerton College’s allocation of one-time mandate claim funds available for campus use and adopt resolutions to adjust budgets and authorize expenditures within the General Fund pursuant to the California Code of Regulations Title 5, §58308. (THE RESOLUTIONS ARE AVAILABLE FOR REVIEW IN THE DISTRICT'S BUSINESS OFFICE.)
COMMISSIONING SERVICES AGREEMENT - The Board authorized the request to enter into a Commissioning Services Agreement with TK1SC. The term of the agreement shall be effective March 29, 2017 through June 30, 2021.
INTERNAL AUDIT - Staff is working on the Rental Facilities Project at Fullerton College.
RISK MANAGEMENT - In order to improve upon the current protocol for safe driving of the District fleet vehicles, an official program is being drafted for implementation.
ANAHEIM CAMPUS FACILITIES – “No Parking Permit Required” signs were ordered for the three entrances of the Anaheim Campus, and on the three parking permit machine locations, to be used during Board meetings.
REVENUE - The Board authorized the request to accept new revenue from Master Agreement and Participation Agreement under the Strong Workforce Program – Regional Fund (SWP) Grant in the amount of $285,000.
AMENDMENT - The Board authorized the request to approve an amendment for Agreement #29865 Amendment 1 for WIOA Final Regulations
RETIREMENTS - The Board approved the retirements of Robert Byde, Fullerton College Psychology Instructor, effective May 28; Pamela Hoyt-Heydon, Fullerton College Dramatic Arts Instructor, effective June 1; and Barbara Marshall, Cypress College English Instructor, effective May 31.
PROMOTIONS - The Board approved the promotions of Shontel Corona to the School of Continuing Education Admissions & Records Specialist, effective March 29; and Korey Lindley to the Cypress College Financial Aid Coordinator, effective April 3.
ASSESSMENT INSTRUMENT - The Board approved its revised Board of Trustees Assessment instrument.
BALLOT - The Board marked its ballot for the California Community College Trustees Board of Directors.
The next regular meeting of the NOCCCD Board of Trustees will be held at 5:30 p.m. Tuesday, April 11, 2017, in the first-floor Board Room, Anaheim Campus, 1830 W. Romneya Drive, Anaheim.
