Interim Chancellor’s Report – Fred Williams
NEW DISTRICT WEBSITE – Kai Stearns Moore, District Director of Public & Governmental Affairs; and Melissa Utsuki, Public Affairs Assistant, presented a brief overview of the new District website. Highlights of the new site include dedication sections for District-wide Planning, Accreditation, and District Governance committees, as well as sections on Professional Development, Employment, and Sexual Misconduct and Title IX.
AREA 3 TRUSTEE ELECTION – The Orange County Registrar of Voters informed the District that 53,170 ballots were mailed for the special election. Up-to-date results will be available on their website at 8:05 p.m. tonight. They will continue to collect postmarked ballots for three days after tonight and will periodically update their website to reflect current results.
CHANCELLOR CANDIDATE FORUMS – Cypress College and Fullerton College will host Chancellor Candidate Forums this Thursday, Feb. 11. Everyone will have the opportunity to provide comments and feedback, via the District’s website, which will be reviewed by the Board of Trustees.
MARIAN BERGENSON AWARD – Every year the Orange County School Boards Association presents the Marian Bergenson Award to a current or former trustee who has provided outstanding governing board service and community service that promotes and enhances public education. Nominations are confidential, and are due by March 23, if the Board or Board Member would like to submit a nomination.
Comments from the College Presidents and Provost
Cypress College – Dr. Santanu Bandyopadhay, Executive Vice President of Educational Programs & Student Services
Dr. Bandyopadhyay provided a recap of the college’s Spring Convocation, and informed the Board that various Black History Month activities and speakers were planned for the month of February.
Fullerton College – Dr. Greg Schulz, Interim President
Dr. Schulz also provided a recap of the college’s Spring Convocation, and informed the Board of the upcoming Joya Scholars visit, as well as his next President’s Forum, Opening Night of the Art Gallery exhibit, and an athletics update.
School of Continuing Education – Valentina Purtell, Interim Provost
Ms. Purtell informed the Board that ESL Program Director Jorge Gamboa received a Certificate of Special Commendation from the California Adult Skills Assessment System, and congratulated Dione Carter on her promotion to the Dean of Noncredit and External Programs at Santa Monica College.

CYPRESS COLLEGE SEM BUILDING – District Management Association President Richard Fee thanked Cypress College President Bob Simpson and Vice President of Administrative Services Karen Cant for their presentation on the new Cypress College Science, Engineering & Math (SEM) building timeline.
Joint Faculty Senate Meeting – SCE Academic Senate President Adam Gottdank reported on the recent Joint Faculty Senate Meeting which covered topics like “diversity in hiring” and “fiscal laws.” Classified School Employees Association President Rod Lusch also stated that he enjoyed the meeting.
BACCALAUREATE DEGREE PROFESSIONAL DEVELOPMENT – Cypress College Academic Senate President Jolena Grande spoke about the California Community College Chancellor’s Office professional development offerings for those colleges chosen to take part in the baccalaureate degree pilot program.
FACULTY SENATE MEETING – Fullerton Faculty Senate President Pete Snyder gave highlights of the group’s last meeting, including: creating a drop box for students, criteria for an honorary degree, and new counseling 50 classes for area high school districts.
DISTRICT WEBSITE – United Faculty President Tina Johansen congratulated the District on the launch of their new website and thanked the project team for listening to the feedback from the governance groups.
NEW TRUSTEE ENDORSEMENT – Adjunct Faculty United President Kent Stevenson announced that the group has endorsed trustee area 3 candidate Daniel Billings.
Comments by Members of the Board of Trustees
BLACK HISTORY MONTH – Cypress College Student Trustee Tanya Washington reported on several activities the campus has planned for Black History Month, including: a community cultural fair and a Speaker Series with the topic “Ending Domestic Violence.”
ASSOCIATED STUDENTS RESOLUTION – Fullerton College Student Trustee Francisco Aviles Pino read for the record, a resolution from the college’s Associated Students supporting increased salaries for faculty members.
SALARY ISSUES – Board Member M. Tony Ontiveros stated that it was going to continue to be challenging for NOCCCD to reach comparability with other local districts while our Faculty Full-time Obligation Number was so much higher than others. He thanked Dr. David Morse, President of the Academic Senate for California Community Colleges, for his work in addressing this issue at the state-wide level.
FULLERTON COLLEGE OPENING DAY – Board Vice President Molly McClanahan expressed her delight with Fullerton College’s Opening Day event which highlighted students speaking about a faculty member who greatly influenced their college experience.
MAS CONFERENCE – Board Secretary Jacqueline Rodarte spoke about her attendance at Fullerton College’s Males Achieving Success (MAS) Conference. She congratulated Professor Rolando Sanabria and his team for producing the event and helping the attendees believe in themselves.
FULLERTON COLLEGE FOUNDATION – Trustee Leonard Lahtinen gave an update on Fullerton College Foundation’s activities, including the group’s website review and staff member reunion lunch.
MARIAN BERGENSON AWARD – Board President Barbara Dunsheath suggested that the Board nominate ex-Trustee Donna Miller for the Marian Bergenson Award. The Award is presented annually to a trustee who has provided outstanding governing board service and community service to promote and enhance public education.
The Board held a public hearing to receive comments from the public on the initial reopener proposals submitted by CSEA Chapter #167 to the District, and receive comments from the public on the initial reopener proposals submitted by the District to CSEA Chapter #167.
After providing the public with the opportunity to comment, the Board adopted the District’s initial proposal.
Finance & Facilities
REPORTS – The Board reviewed the District’s Quarterly Financial Status Report and received the Quarterly Investment Report, both for the quarter ended December 31, 2015.
SURPLUS – Authorization was given to declare the list of items surplus and for the Liquidation Company to conduct an auction for the sale of the surplus items. Proceeds collected by the auction company will be split between the District (65%) and the auction company (35%).
NETWORK REFRESH – Authorization was granted to recognize a transfer to the Capital Outlay Fund for the Network Refresh Project and adopt a resolution to adjust budgets and authorize expenditures.
PROMOTIONS – The Board approved the promotion of Naomi Abesamis to Fullerton College Director of Student Activities, effective February 10; Nitzya Hamblet to Fullerton College Administrative Assistant II, effective February 10; Thomas Pham to District Buyer, effective February 10; and Tony Quach to Fullerton College Student Services MIS Analyst, effective February 10.
